Biography
Orthodox. From hereditary nobles of the Chernigov provinces. The landowner of Starodubsky County (400 acres , including 264 acres in the village of Borschhov ).
In 1889 he graduated from the Law Faculty of St. Petersburg University with a diploma of the 1st degree and the following year entered the service as a supernumerary junior officer at the Chernigov governor, was seconded to study in the provincial presence. In 1891, he was appointed senior official for special assignments under the Chernigov governor, and in 1892 he was transferred to the economic department of the Ministry of Internal Affairs as assistant clerk .
Since 1895, he was a special orders officer at the Main Land Management and Agriculture . In 1898 he was enrolled in the foresters' corps , for five years he was an inspector of forest management. In 1900 he was sent to the World Exhibition in Paris . In 1903-1906 he was a senior specialist in the agricultural part of the Department of Agriculture, on the instructions of which he repeatedly traveled abroad. He rose to the rank of State Councilor (1914), and from awards he received the orders of St. Stanislav of the 3rd degree (1899) and St. Anna of the 3rd degree (1902).
He was engaged in social activities in his native province: he was elected as a public official of Starodubsky district and Chernihiv provincial assemblies (from 1895), honorary justice of the peace for Starodubsky district (1896-1915) and a member of the nobility of Starodubsky district (from 1899). Consisted as an indispensable member of the Starodub county land survey commission.
In 1907 he was elected a member of the III State Duma from the Chernigov province. He was a member of the Union of October 17 faction. Consisted secretary of the agricultural commission, as well as a member of the commissions: for the analysis of correspondence, local government and the Orthodox Church. He was a rapporteur of the 8th Division for the Audit of the Rights of the Members of the State Duma and Deputy Chairman of the 8th Division of the Duma
In 1912 he was re-elected a member of the State Duma from the Chernigov province. He was a member of the Octobrist faction, after its split - into the group of Zemstvo-Octobrists. He was a member of the Progressive Bloc . Consisted secretary of the agricultural commission and a member of the Commission on the Orthodox Church. He was a fellow chairman of the 8th Division of the Duma.
The fate after 1917 is unknown. Was married.
