The Ministry of Economic Development of Russia is the successor to the USSR State Planning Commission , which existed until April 1991 . The initial tasks of the department were national planning for the development of the national economy of the USSR and control over the implementation of national economic plans. After the collapse of the USSR , and, consequently, the final transition from a planned to a market economy , it was necessary to reorient the activities of the department.
The first significant transformation was carried out in 1990 . Instead of the abolished Gosplan of the RSFSR, the State Committee of the RSFSR on Economics was created. A year later, on July 30, 1991 , the committee was transformed into the Ministry of Economy of the RSFSR [6] . From this moment to the present, the department retains the position of the federal ministry .
At the same time, the Ministry has repeatedly changed the name and terms of reference:
- November 11, 1991 - the Ministry of Economy of the RSFSR was merged with the Ministry of Finance of the RSFSR under the name of the Ministry of Economy and Finance of the RSFSR [7] ;
- February 19, 1992 - the ministries are again divided into two independent departments: the Ministry of Economy of the Russian Federation and the Ministry of Finance of the Russian Federation [8] ;
- May 2000 - the Ministry of Economic Development and Trade of the Russian Federation was formed, to which part of the functions of the abolished Ministry of Economy of the Russian Federation, the Ministry of the Russian Federation for CIS Affairs, the Ministry of Trade of the Russian Federation, the State Committee of the Russian Federation for the North, the Federal Service for Currency and Export Control and transformed by the Ministry of the Russian Federation for Physical Culture, Sports and Tourism [9] ;
- May 2008 - the functions for regulating trade issues were transferred to the established Ministry of Industry and Trade of the Russian Federation . In this regard, the MEDT was renamed the Ministry of Economic Development of the Russian Federation [10] .
Since June 24, 2013, the Minister of Economic Development of the Russian Federation has been Alexei Ulyukaev [11] (on November 14, 2016 he was detained on suspicion of receiving a bribe [12] and the next day was dismissed due to the loss of confidence [13] ).

Ministry Activities
The Ministry of Economic Development of Russia is the organizer or co-organizer of a number of events held in Russia and abroad. Including:

The Ministry is the state customer of the Presidential managerial training program, implemented in accordance with the State Plan for Management Training for the National Economy Organizations of the Russian Federation. Graduates of the Presidential Program - over 15,000 over 72,000 people - work in various sectors of the economy and take an active part in the development of Russia . There is also a Russian management community of participants in the Presidential Program, which brings together more than 46 regions and coordinates post-program work.
With the support of the Ministry, the Open Innovations Forum , dedicated to new technologies, has been held annually since 2012. [47]
Criticism of the Ministry
Enhancing UTII
In accordance with the order of the Ministry of Economic Development at the end of 2015, a new value of the K1 coefficient-deflator will be established - 2.083. Previously, the coefficient was 1,798. Thus, the indicator grew by 15.9%, and this is the highest growth for the entire duration of UTII . Thus, the tax for the store with an area of ββ50 square meters will increase by 46.5 thousand rubles per year [48] . The press service of the Ministry of Economic Development told reporters that the draft order will not be amended and will enter into force after publication in the Rossiyskaya Gazeta before November 20. After an increase in the single tax on imputed income (UTII), small enterprises in the country will become smaller, and the number of such enterprises on the βshadow sideβ of the economy will increase. So commented the President of the Chamber of Commerce and Industry (CCI) of the Russian Federation Sergey Katyrin the planned increase of 15.9% of the tax base for small businesses [49] .
