Biography

In 1965, Kopylov graduated from the Naval College in Nakhodka , receiving the rank of lieutenant, as well as the qualification of a technologist and technologist. At the end of the school, Yuri Mikhailovich joined the Vostokrybholodflot. In 1985, Kopylov graduated from the Far Eastern State Technical University of Fisheries . For 7 years, Yuri Kopylov served as first secretary of the party district committee in the Pervomaisky district of Vladivostok.

In 1998, Yuri Kopylov took the post of acting head of the administration of Vladivostok , and in 2000 he was elected to the post of mayor. In 2004, Kopylov took part in the election of the mayor of Vladivostok, but in the first round, the incumbent mayor took only 3rd place, losing to Vladimir Nikolaev and Viktor Cherepkov , but soon, by a court decision, Cherepkov was removed from participation in the second round and his place Kopylov was supposed to take, but Yuri Mikhailovich decided to withdraw his candidacy from the election [1] .

In May 2007, Kopylov was sentenced by the federal court of the Leninsky district of the city to 4 years of imprisonment conditionally under Article 286 of the Criminal Code of the Russian Federation “Excess of official authority”. In 2003, Kopylov from the city budget financed the construction of a columbarium, which was to be a gift to war veterans on Victory Day. The construction contract was concluded with the Japanese company Sirojama and was designed for 6.5 million rubles, but this contract was concluded with gross violations of the law - it was drawn up without the consent of the representative authority and without a mandatory tender for placing a municipal order [ 2] .

In December 2008, Kopylov was again in the dock. The Leninsky District Court of Vladivostok, Primorsky Krai, convicted Kopylov under Article 285 of the Criminal Code of the Russian Federation “Abuse of official authority”. Kopylov was convicted of the fact that in 1999 more than 4 million rubles were allocated from the budget. for guarding the entrance of the house where Kopylov and his family lived in one of the apartments. A round-the-clock police post existed there from November 1999 to July 2004. Thus, the head of the administration illegally provided himself, his family members and personal property with protection at the expense of state funds. As a result, Kopylov was sentenced to 3 years of imprisonment on probation with a trial period of 2 years, and also for 3 years he was forbidden to occupy any positions in local government. [3] .

However, already in July 2009, Kopylov was cleared of a conviction for the construction of a columbarium, and in May 2010 a criminal record was also removed from him for organizing security [4] .
