Immediately after the Chinese revolution, a gang of bandits preys on the inhabitants of the Chinese city. Lun E, the leader of the gang, kills the detective. The daughter of the murdered woman, Ye Feng, swears that she will avenge her father. A tramp named Jian arrives in the city to confront the bandits. One day, Fan Ming, fiancé Ye Feng, accidentally encounters Jiang, after which they become friends. Meanwhile, Lun Ye attacks Fan Ming and pushes him from a cliff into the sea. Jian sends Ye Feng for safety to a brothel, where a prostitute Yan Zhihong looks after her. Feng and Zhihong go to Lun Ye.
