Biography
In 1971 he graduated from the Moscow State University . M. V. Lomonosov. In 1980 he graduated from the graduate school of Moscow State University [2] .
Since 1972 in the diplomatic service. He began his diplomatic career as an interpreter-translator of the Consulate General of the USSR in Gothenburg (Sweden). He worked in various diplomatic posts in the central office of the Ministry of Foreign Affairs of the USSR and Russia and abroad.
- 1990 - 1992 - Head of the Department of the Second European Directorate of the Ministry of Foreign Affairs of the USSR and the Ministry of Foreign Affairs of Russia.
- 1992 - 1993 - Counselor of the Russian Embassy in Denmark .
- 1995 - 1997 - Deputy Head of the Foreign Policy Planning Department of the Ministry of Foreign Affairs of Russia.
- 1997 - 2001 - Counselor of the Russian Embassy in the Republic of Finland .
- 2001 - 2003 - Deputy Director of the Second European Department of the Ministry of Foreign Affairs of Russia.
- 2003 - 2008 - Deputy Director of the Department of Foreign Policy Planning of the Ministry of Foreign Affairs of Russia.
- October 14, 2008 - January 29, 2016 - Ambassador Extraordinary and Plenipotentiary of the Russian Federation in the Republic of Uganda [3] [1] .
- July 18, 2013 - January 29, 2016 - Extraordinary and Plenipotentiary Ambassador of the Russian Federation in the Republic of South Sudan in combination [4] [1] . Participated in the establishment of diplomatic relations with South Sudan.
| When the Christian community of Kampala (Uganda) turned to the Russian Orthodox Old Believers Church with the request to accept them as the Moscow Metropolitan's ophorus, S. N. Shishkin took an active part in this matter, actively promoting the contacts of these communities and the RPSC. As noted on the RSPC website: “the very same Russian embassy has become a kind of point of contact between the Russian Old Believers and the Christians of Uganda” [5] . |
In 2015, he provided 67 Russian KAMAZ trucks to the UN World Food Program fund in Uganda. Participated in the development of an agreement between Uganda and Russia, which should serve to expand cooperation between the two countries in the economic, social and political spheres, in the protection of water resources and the environment [5] .
