Biography
Born May 31 ( June 13 ) 1912 in Kaluga in the family of an employee.
In 1927-1932 he worked in Kaluga , then in the Arkhangelsk region as a mechanic and lumberjack.
In 1935 he graduated from the Higher Communist Agricultural School in Tula.
In 1935-1937 he served in the Red Army .
In the years 1937-1940 - in the apparatus of the People's Commissariat of heavy industry , People's Commissariat of Railways .
In 1941-1944 - the head of the plant workshop.
In 1944-1952 - on the party work in Moscow . In 1952 he graduated from the Moscow State Pedagogical Institute. VI Lenin , Academy of Social Sciences under the Central Committee of the CPSU (1957).
In 1957-1961 - head of the department, secretary, 2nd secretary of the CPSU MGK.
In the years 1961-1964 - in the apparatus of the Central Committee of the CPSU . In 1961-1966 - a member of the Central Audit Commission of the CPSU . In 1966-1981 - a member of the Central Committee of the CPSU .
In 1964-1965 - the chief editor of the newspaper " Izvestia ".
In 1965-1970 years - head of the Central Committee of the CPSU.
From January 19, 1971 - Ambassador Extraordinary and Plenipotentiary of the USSR to the SFRY .
Since 1978 - retired.
He died on May 28, 1987 . He was buried in Moscow at the Novokuntsevo cemetery .

At that time, the situation in the Propaganda Department was basically creative, to which the heads of the department made efforts. Head Vladimir Ilyich Stepakov was a tough man, but he trusted his deputies, moreover, relied on them. Over time, the stiffness disappeared, but it strengthened the sense of interest in the analysis of propaganda activities in the country, the awareness of the contradictions of social and political life, which became ideological hostage. His deputy - primarily the first of them - Alexander Nikolaevich Yakovlev - played a very important role in the revaluation of the values that took place in Stepakov.
