Start Fellows is a grant program for technology entrepreneurs . Until May 2014 - the initiative of Pavel Durov and Yuri Milner [1] [2] . After - the VKontakte project to support startups using integration with a social network [3] . The program has been working since 2011 . In September 2012 , the British edition of Wired placed Start Fellows in third place in the list of the hottest events in the Russian start-up industry [4] . From February 2013 to January 2015 SF was supervised by former Roem.ru editor Lyudmila Kudryavtseva [5] [6] .

Grant program of Durov and Milner
Initially, Start Fellows was one of the patronage projects of Pavel Durov [7] and investor Yuri Milner [8] . His inspiration was the Y Combinator venture capital fund , which invests small amounts in the earliest stages.
As part of Start Fellows, startups competed for a cash grant of $ 25,000 for the further development of the project, the ability to use the resources of companies owned by the founders of the grant [9] , and presentation to experts and organizations significant on the Russian Internet market [10] . The program accepted several thousand applications and formed an active community in the social network, which has become a platform for discussion, improvement and selection of grant applications [11] .
The finalists of the competition were mainly social projects [12] . At the time of receiving the grant, some of them did not have a earnings model [13] [14] .
Among the projects that received the grant are the Stampsy blog platform, the Budist social alarm clock, the TJournal.ru online publication, the Planner 5D room planning service, the Surfingbird recommendation system , the Rosalind educational resource and the DonorSearch.ru blood donor search service [15] [ 16] . In total, 24 startups received a grant.
In April 2013 , Pavel Durov in an interview said that he was launching a cloud cluster in the USA for Start Fellows projects - Digital Fortress [17] . Subsequently, Telegram messenger was launched on its base [18] .
VKontakte Grant Program
After May 2014, VKontakte took over Start Fellows [19] . The approach to rewarding has become systemic: three companies receive a grant every month [20] . The social network advises projects and gives them an equivalent advertising budget [21] .
In October 2014, the partners of the program became the hosting provider Selectel and coworking "Zone of Action". Selectel provides Start Fellows finalists with a grant for the development of technological infrastructure based on their own data centers [22] . The “Action Zone” gives them space for work [23] .
The winners of Start Fellows in a new format in 2014 were the University Schedule application, LiveCamDroid mobile online broadcast service , HTML Academy educational project, UniusLearning online learning platform , Shuffle Reader , an application for reading unrecognized text, an application for searching for drivers and passengers “ Fellow traveler ” , Orbios cloud operating system, Oneindex social network recruitment service, Smartia training materials aggregator , Promeo professional music advisory service, Online social activity monitoring service r , the Internet content filter Good.media , a platform for posting and viewing paid educational materials Besmart [23] [24] [25] [26] .
