Biography
Born in the family of the bailiff [3] . He graduated from the Vladimir gymnasium. In 1883 he graduated from the medical faculty of Moscow University . In 1881 he was arrested and imprisoned in Butyrka prison for participating in student unrest. After graduating from the university for 2 years he worked as a doctor in Buzuluk , then served as a resident of the Samara Provincial Zemstvo Hospital. Landowner of the Samara Bridle [4] . In 1891–1892 during the campaign against hunger, the chairman of the private hunger relief club. Organized dining rooms and shelters at personal expense. In 1893, one of the organizers and lecturers of systematic folk readings held in the building of the Samara City Council and the Drama Theater [4] . Since 1896, the head of the Bacteriological Institute of the Samara Provincial Zemstvo [2] .
During the Russo-Japanese War, he voluntarily went to the front with the Samara Red Cross detachment and stayed there for 1 year 4 months [5] , worked as a doctor in Nikolsk-Ussuriysk and Khabarovsk . He has published articles in the journals Vrach, Vestnik of public hygiene, Russian wealth , Vestnik Evropy , Vestnik uprazovaniya [5] , in the newspapers Samarskaya Gazeta, Samarsky Courier, Russkiye Vedomosti , “ Volzhsky Vestnik ” [5] . Member of Samara scientific associations, mutual aid societies and charitable organizations. Repeatedly elected chairman of the local Society for mutual assistance of book printers. Member of the Constitutional Democratic Party , took part in the organization of the Samara Group of Constitutional Democrats. He was a fellow chairman of the provincial committee of the cadet party [5] .
On April 15, 1906 he was elected to the State Duma of the 1st convocation from the congress of urban voters of the city of Samara. He joined the Constitutional Democratic Faction. Member of the Commission for the execution of the state list of income and expenses. He signed bills: "42" on the agrarian question, "On Civil Equality." He spoke during the discussion of the return address, as well as on issues of civil equality and food assistance to the population. After the dissolution of the Duma, he returned to the Samara province.
On July 10, 1906, in the city of Vyborg, he signed the Vyborg Appeal and was convicted under Art. 129, part 1, paragraphs 51 and 3 of the Criminal Code [5] , sentenced to 3 months in prison and deprived of the right to run for any elected office.
In Soviet times, P. P. Krylov headed the Samara Research Institute of Microbiology, and became a doctor of medical sciences. He remained the director of this institute until 1930 [6] [7] . The exact date of death of P.P. Krylov is unknown.
Angry Prank
On July 18, 1922, a note was published in the Parisian émigré newspaper The Latest News that the famous Samara physician P. P. Krylov was the victim of cannibalism [8] . The background of the message, apparently, was Krylov’s active actions to save people during the famine of 1891-1892. Unfortunately, this information without proper verification was included in some reputable modern directories [9] .
