The State Information System for State and Municipal Payments (GIS GMP) is a centralized system that provides for the reception, accounting and transmission of information between its participants, which are budget revenue administrators, payment acceptance organizations, portals, multifunctional centers that interact with the GIS GMP through a system of interagency electronic interaction. GIS GMP allows individuals and legal entities to obtain information about their obligations to the budgets of the budget system of the Russian Federation on the basis of the “single window” principle.
Created in accordance with the Federal Law of the Russian Federation of July 27, 2010 No. 210-ФЗ “On the Organization of the Provision of State and Municipal Services”.
The Federal Treasury performs the functions of creating, maintaining, developing and servicing the GIS GMP.

Benefit
- Citizens and organizations are relieved of the need to present documents confirming the fact of paying a service fee, including the payment of a state fee charged for the provision of state and municipal services [1] .
- It became possible to obtain information on all charges and payments:
- on the portal of public services ,
- in the multifunctional center ,
- at the bank at the request of a citizen.
The main goal of creating a GIS GMP
The existence of a single source of information about the facts of payment by applicants of payments upon receipt of paid state and municipal services, without requiring documents confirming payment from the applicant.
GIS GMP is an information system designed to post and receive information [2] on the payment by individuals and legal entities:
- payments for the provision of state and municipal services,
- payments for the provision of services provided by state and municipal institutions and other organizations in which the state task (order) or municipal task (order) is placed,
- payments for the provision of services that are necessary and mandatory for the provision of state and municipal services,
- payments that are sources of revenue generation budgets of the budget system of the Russian Federation,
- other payments, in cases provided for by federal laws.
Federal Law dated 02.10.2007 No. 229-ФЗ “On Enforcement Proceedings” [3] additionally provides for the submission to the GIS GMP of information necessary to pay arrears under the enforcement document when information on the initiation of enforcement proceedings is included in the data bank of the FSSP.
GIS GMP members
- The Federal Treasury is the system operator: it is responsible for the creation, development and maintenance of the GIS GMF, determines the rules for its use [4] .
- Revenue administrators - report accruals:
- housing and communal services enterprises;
- Federal Tax Service;
- Traffic police;
- FSSP;
- other departments;
- and autonomous institutions [5] .
- Paying Agents - Report Payment Payments:
- banks and cash settlement centers,
- payment terminals
- Post offices of Russia .
- Portal of public services , a multifunctional center - provide citizens with information on charges and payments.
Responsibility of information providers
Revenue administrators and agents accepting payments are obliged to immediately send to GIS GMP information on accruals and payments made [6] .
