Robert's Rules of Order is a book written in the USA in 1876 by Henry Martin Robert and became the first regulatory compilation intended for the general public.
The book is currently being published by Robert’s heirs, in its 11th edition under the heading “ Robert’s Rules of Order Newly Revised ” (the English term “RONR” is often used in English literature). Today it is the most popular in the United States [1] set of rules of procedure used to hold meetings in thousands of public, religious and other organizations.

Writing History
The author’s interest in the rules for holding meetings arose after an unsuccessful experience in leading a church meeting in 1863 . After that, for several years, Robert participated in several public organizations in the United States. In the process, he found that the views on the meeting process varied greatly from one organization to another. And he decided to formalize the procedure in the form of an exhaustive set of rules that could guide any meeting.
The first edition of the book, titled “Pocket Guide to Rules of the Rules for Public Meetings” (and with the short title “Rules of the Rules of Robert” on the cover), was published in February 1876 . The rules set forth in the book were broadly borrowed from the U.S. parliamentary process , with Robert making some changes to the rules to better suit the needs of ordinary public organizations.
Application
The book is intended to be used as a regulatory compendium for meetings, adopted in addition to the organization’s charter. If the collection has not been officially accepted by the organization, the book can be referred to as an authoritative source of norms for resolving disputes on the procedure for holding meetings.
The 11th edition of the book includes new rules for video conferencing, teleconferencing, and email.

Under the heading “ Pocket Manual of Rules of Order for Deliberative Assemblies ” (short cover title: “ Robert's Rules of Order” ):

The first four editions of the book were prepared by Robert himself. Subsequent, including the current 11th edition, were issued by the Robert Family Trust. The 11th edition was released on September 23, 2011 [2]
Other editions and versions
The exclusive copyright for the first editions of the book has expired and they have become public domain . Therefore, their text and names are freely used by the authors of alternative regulations for holding meetings.
Russian translations
In 1992, two translations of the book into Russian were published.
The Liberty Publishing House published a translation of Rafail Nudelman entitled "The Basics of Parliamentary Culture" and, according to the preface, is a revision of the 3rd edition of 1893 .
The publishing house “Problems of Eastern Europe” issued the 4th edition of 1915, translated by Alexei Levin , entitled “Rules of the Parliamentary Procedure”.
