Born in the Saxon city of Fürstenwald (now the district of Altenberg) in a poor weaver's family. With the help of a village priest who paid for his primary education, he was able to become a carpenter's apprentice. In 1690 he went to Dresden to work as a carpenter, studying mechanics in his spare time and making sketches of castles, palaces and organs.

In 1705 he became the head of the Dresden Carpenters Guild, although he did not even have full documents on the right to work as a carpenter. One of his main tasks, he considered the modernization of city churches, because, according to Bera, in their current form they did not meet the requirements of the Protestant religion. The first church, built according to his design, was the parish church in Loshivitsa, having in plan an elongated octagon shape and built in 1708. Between 1710 and 1726, he designed many churches and public buildings in various cities of Saxony. His most famous project is the Frauenkirche church, the work on which was completed after his death. In 1730, Behr became the first person in Germany to be awarded the title “architect”.

Died of a stroke. Rumors of his suicide were disproved shortly after death.
