Education
Stanislav Fedorovich Zybin was born on March 30, 1941 in the Georgian SSR in the family of a military man. In 1969 he graduated from the Higher Command School of the USSR Ministry of Internal Affairs named after S. M. Kirov in the city of Ordzhonikidze (now Vladikavkaz ). In 1970 - 1973 , he studied at the graduate school of Tashkent State University . Under the guidance of Professor L. V. Gentschke, he defended his thesis on the topic: “Education of military personnel on the traditions of the working class” (candidate of legal sciences).
In 1982 he defended his thesis for the degree of Doctor of Law. The topic is "Party leadership of the internal affairs bodies." In 1997 - the dissertation "Personnel support for the activities of internal affairs bodies (historical and legal and theoretical and legal analysis)" (for the degree of Doctor of Historical Sciences).
Military Service and Teaching
For 15 years - from 1958 to 1973 - he served in the troops of the Ministry of Internal Affairs of the USSR . He started as platoon commander. Since 1973 - on the teaching activities of the Higher Political School of the Ministry of Internal Affairs of the USSR . Then - the head of the department and the deputy head of the school [3] .
From 1988 to 1989, he led the military group of the peacekeeping mission in Transcaucasia [4] . He has the rank of major general of the internal service of the Ministry of Internal Affairs of the Russian Federation.
In 1992 - 1996 - Head of the St. Petersburg Law Institute of the Ministry of Internal Affairs of the Russian Federation . Honored Worker of the Ministry of Internal Affairs of the USSR. Honorary Officer of the Ministry of Internal Affairs.
Scientific activity
In 1997, he became the founder of a private St. Petersburg Law Academy . From then until his death in 2013 he was its rector and president. Doctor of Historical Sciences, Doctor of Law, Professor. Honored Scientist of the Russian Federation (1992).
His scientific interests included problems of the history of the Fatherland ; organizational and legal issues of ensuring the safety of man, society and the state; legal issues of engineering; development of new technological methods to ensure human security .
Zybin published more than 150 scientific works, of which 10 monographs. He is also the author of several inventions. The most significant are the following monographs: “Individual educational work with employees of internal affairs bodies (theoretical and legal foundations)” (St. Petersburg, 1994); “Devices for working with personnel in the internal affairs bodies of the Russian Federation (historical and legal aspect)” (St. Petersburg, 1996); “Organizational and legal problems of ensuring the safety of man, society and the state (genesis, condition, solution)” (St. Petersburg, 1997); “The legal basis for staffing the activities of the internal affairs bodies of the Russian Federation” (St. Petersburg, 1997).
S. F. Zybin thoroughly investigated the historical and legal and theoretical and legal problems of personnel and educational work with the personnel of the internal affairs bodies; the structure of modern apparatus for working with personnel and their role in the implementation of personnel policies in the internal affairs bodies of the Russian Federation; conducted a comprehensive analysis of the organizational and legal problems of ensuring the safety of man, society and the state.

Death
Stanislav Fedorovich Zybin died after a long illness on March 10, 2013. March 30, he would have turned 72 years old [1] .
The funeral service was held from 9 a.m. to 11 a.m. on March 12, 2013 at the St. Petersburg University of the Ministry of Internal Affairs of the Russian Federation; the funeral was held at 14:00 at the new Babigonsky cemetery in the city of Old Peterhof .
Political and government activities
Member of the Legislative Assembly
In 1990, he was elected to the Leningrad City Council . In 1994, in the constituency No. 27 ( Dachnoe ), he was elected to the Legislative Assembly of St. Petersburg . In the ZAKS, he joined the Mariinskaya centrist faction, led by S. M. Mironov [4] . This deputy group supported the course of the mayor of the city A. A. Sobchak . In 1996, after the election of V. A. Yakovlev as head of the city , the Mariinskaya group found itself in opposition. Zybin tried to prevent the issue of early termination of the powers of the Legislative Assembly from being submitted to a referendum. However, in 1997 the Legislative Assembly of the city was dissolved.
In the 1998 election , Zybin again went to the St. Petersburg parliament in constituency No. 27. Zybin ended up in a pro-governor group (Soyuz faction), which was determined by his friendship with businessman A. Ebralidze , who supported the course of V. A. Yakovlev [4] .
In the fall of 2002, for the third time he was elected to the Legislative Assembly. Initially, Zybin and his associates in the United City faction boycotted the meeting, opposing the activities of the deputy majority, which supported V. I. Matvienko , envoy to the NWFD . However, already in 2003 he announced that the meeting would resume soon [4] . He stood at the origins of the Party of Life .
In the Constitutional Court
In 2005, Zybin’s deputy powers were terminated ahead of schedule due to his election as a judge of the St. Petersburg Constitutional Court .
On March 31, 2011, his powers as a judge of the St. Petersburg Constitutional Court were terminated due to his achievement of the age limit established for this position.
