The league involved 18 teams.

The champion of Uruguay “Nacional”, the champion of Ligilla 2002 “Phoenix”, as well as the best club of the Qualifying tournament of the championship 2002 “Peñarol” qualified for the Copa Libertadores 2003 .

The champion and vice-champion of Uruguay 2002, Nacional and Danubio qualified for the 2003 South American Cup .

Two metropolitan clubs left the Examples - Racing and Progreso, as well as Paysandu Belle Vista. Instead, Liverpool , Miramar Misiones and Deportivo Colony entered the elite.

Rules

The structure of the championship has remained unchanged since last year. In the first half of the year, 18 Examples clubs played each other in a one-round Qualifying Tournament (Clasificatorio) of 17 rounds, while virtually the teams were divided into three groups: two from Montevideo (7 and 6 teams) and one group of Interior - with teams for outside the capital of Uruguay (5). Face-to-face meetings of teams from one group (A, B or C) went off against the corresponding group. The two best teams of “virtual” groups each qualified for the “Championship Zone”, that is, they continued to fight for the championship title. To them were added the 4 best teams in the overall standings of the Qualifying tournament.

Thus, 10 teams continued to fight for the championship in the "Championship Zone". It consisted of two single-circuit (9 rounds) tournaments - Apertura and Klausura. In case of victory in these tournaments of two different teams, decisive matches for the champion title were appointed (at home and away).

In parallel, matches were played in the “Conservation Zone” (Zona Permanencia) for the right to stay in the Example for next season. At the same time, 2 worst teams from Montevideo and 1 from Interior were required to leave Example (even if all the teams of Montevideo or Interior would have taken the last places in the Conservation Area).
