José Miguel de Velasco Franco ( Spanish: José Miguel de Velasco Franco ; September 29, 1795 - October 13, 1859 ) - Bolivian politician, four times served as president of the country (1828, 1829, 1839-1841 and 1848), more than anyone else except Victor Paz Estenssoro . During the third, longest of the indicated terms of office, he approved the constitution of Bolivia .
