Regulations
The structure of the championship was multistage. In the first half of the year, 18 clubs Examples played with each other in the one-round Qualifying Tournament (Classification) of 17 rounds, while virtually the teams were divided into three groups: two from Montevideo (7 and 6 teams) and one Interior group - with the participation of teams from outside the capital of Uruguay (5). Face-to-face meetings of teams from the same group (A, B, or C) were taken into account of the corresponding group. Two best teams of “virtual” groups qualified for the “Championship Zone”, that is, they continued to fight for the champion title. They were added the 4 best teams in the overall Qualifying Tournament table.
Thus, 10 teams continued to fight for the championship in the “Championship Zone”. It consisted of two single-round (9 rounds) tournaments - Apertures and Klausura. In case of victory in these tournaments of two different teams, the decisive matches for the champion title (at home and away) were appointed.
In parallel, matches were played in the "conservation zone" (Zona Permanencia) for the right to remain in the example for the next season. At the same time, the Example had to leave the worst 2 teams from Montevideo and 1 from Interior (even if all Montevideo or Interior teams had occupied the last three places in the Save Zone).
