Biography

Villegas Pulido was the son of Jose Antonio Villegas and Nieves Pulido. Soon he moved to Caracas, studied law at the Central University of Venezuela, received a degree in 1875.

In 1879 he was appointed Special Commissioner of Venezuela in Panama, in addition, he was Secretary of Foreign Affairs of the Caracas District in 1879-1880 and Secretary General of the President Antonio Guzman Blanco . In 1881 he was a judge of the first instance in Caracas, as well as a deputy of the National Congress from the state of Bolivar in 1890-1892.

After his uncle Guillermo was removed from power, Tell Villegas took over as president for the Legalist Revolution. Thanks to his influence, a psychiatric hospital in Caracas was founded in 1892 [2] . During the management of Crespo was forced to leave the country.

Since 1898, after his return, he served as head of government of the states of Falcon, Guarico (1900-1901) and Apure (1903-1904), as well as the Prosecutor General of Venezuela (1899-1909, 1913-1916 and 1936).

From 1906 to 1907 he served as consul of Venezuela on the island of Trinidad.

As a journalist, Villegas Pulido founded the magazines Alianza Literaria (1876), La Mayoría (1879) and Monitor (1889) [3] .

He died in 1949 at the age of 94.
