Biography
Kogan Evgeny Evgenievich was born in St. Petersburg in the family of the State Counselor Kogan Evgeny Arkadevich and his wife Ksenia Petrovna. In 1904, as a fourth-year student of the Imperial Military Medical Academy, he was sent to Port Arthur fortress, where he spent the entire siege of the fortress as part of the floating Mongolia hospital [1] . Since 1907, the medical officer of the 9th naval crew. In 1908 he was appointed a doctor at the Naval Hospital in the port of Emperor Alexander III . In 1913-1914 he served as a doctor on the ships "Bakan" and "Anadyr" of the Hydrographic Department of the Maritime Ministry of Russia .
In 1914 he was a member of an expedition looking for Lieutenant Sedov on the Hertha ship. [2]
As a result of this expedition, the flag of Russia was set on Franz Josef land, and the archipelago was declared Russian. To date, the land of Franz Joseph is an important strategic object of the Russian Federation.
In 1915 he was appointed head of the expedition in search of Lieutenant Brusilov on the ship "Hertha".
In 1916, the Petrograd Printing Office of the Ministry of the Sea in the Admiralty issued a preliminary report, “Sailing of the expedition vessel“ Hertha ”for the search for Lieutenant Brusilov and his companions,” authored by Kogan [3] .
In 1917, he was dismissed as a college adviser on the orders of Kerensky , as the former Port Arturovets. He had a doctorate at the Imperial Military Medical Academy.
