People's Courts -
1) “Local n. n. ”(until 1918 -“ Local Courts ”) - in Russia in 1917-1922. lower level of the judicial system. Created by the decree on the court number 1 There were within the territory of the old judicial districts of the Russian Empire. Elected by the population. The cassation instance for local people's courts was the congresses of local judges that were held in the counties. Local people's courts and congresses of local judges. Abolished by the Statute on the Judicial Organization of the RSFSR in 1922. Congresses of local judges were replaced by people's courts.
2) "District n. p. ”- in Russia in the years 1918-1922. - Courts of cassation. Created by the decree on court number 2. Appointed by the provincial executive committees of workers 'and peasants' deputies councils. Abolished Regulations on the judicial system in 1922 Replaced by the provincial courts.
3) In Russia in the years 1922-1937. courts of first instance. Created by the Statute on the judicial system of the USSR in 1922. There were in the counties (later in the districts), provincial cities and urban areas. Appointed by the provincial executive committees for a period of one year. Abolished by the 1937 Constitution. Functions passed to the bodies of the same name elected by the population of the city or district.
4) "District (city) n. p. ”in Russia in the years 1937-1989. courts of first instance. Created by the 1937 Constitution . There were in the districts, cities of regional subordination (except cities of regional subordination having urban areas), urban areas. Consisted of people's judges and people's assessors. The people's judges were elected by the population of the district or city for a period of 5 years, the people's assessors were elected by the meetings of labor collectives for a period of 2 years (from 1977 - for 2.5 years). Amended by the 1989 Law on Amendments and Amendments to the Constitution. Functions passed to the bodies of the same name, elected by the regional councils of people's deputies.
5) "District (city) n. p. "in Russia in 1989-1993. courts of first instance. Created by the law "On Amending and Supplementing the Constitution" of 1989. There were in the districts, cities of regional subordination (except cities of regional subordination having urban areas), urban areas. Consisted of people's judges and people's assessors. People's judges were appointed by regional councils of people's deputies for a term of 10 years, and since 1991 - for life; people's assessors were elected by factory meetings or village meetings for a period of 5 years. Abolished by the federal constitutional law "On the judicial system" of 1996. Functions transferred to the district (city) courts.
