Rushan Rafikovich Abbyasov (born October 16, 1981 in Moscow , Russia ) is a Russian religious figure. First Deputy Chairman of the Council of Muftis of Russia and the Spiritual Administration of Muslims of the Russian Federation , Head of Staff of the Council of Muftis of Russia , Chairman of the Spiritual Administration of Muslims of the Moscow Region .

Biography
Born October 16, 1981 in Moscow. In 1997, after four years of study, he graduated from a comprehensive school with a major in “Arabic language and the foundations of Islam” in Qatar . After graduating from the theology faculty of Moscow Islamic University in 2001, he received the clergyhip of Imam Khatib . In the same year, he took advanced training courses at the Moscow Institute for Advanced Studies of Educational Workers on the Problem of “Development of the Ethnocultural Education System”. In 2004, Rushan Abbyasov graduated from the Russian Academy of Public Administration under the President of the Russian Federation with a degree in State and Municipal Administration.
From 1997 to 1998 he taught at secondary school No. 1186 with an ethno-cultural Tatar component of education. After from 1998 to 2003 he taught at the madrasah of the Moscow Cathedral Mosque and from 1998 to 2007 he was deputy director for educational work at secondary school No. 1167.
Since 2001, he has been chairman and imam-khatib of the Islamic Muslim Al-Ihsan Muslim community of the Noginsky district of the Moscow Region. In 2001-2002, he was deputy head of the International Department of the Spiritual Administration of Muslims in the European part of Russia, and from 2002 to 2011, he was the director of the international department of the Russian Muftis Council. Since 2009, he has been the General Director and Editor-in-Chief of the Islamic Book Council of Russia, a publishing house of the Council of Muftis of Russia.
In 2010, Rushan Abbyasov became imam-mukhtasib and chairman of the CRO "Mukhtasibat of the Moscow Region", and in 2012 Mufti, chairman of the Spiritual Administration of Muslims of the Moscow region.
In 2015, Abbyasov with honors completed his graduate studies at the Russian Academy of National Economy and Public Administration under the President of the Russian Federation with a specialization in “Security of Interfaith and Interethnic Relations”.
Rushan Rafikovich Abbyasov is married, has 2 sons and a daughter.
Since 2011, he has been Deputy Chairman and Chief of Staff of the Council of Muftis of Russia.
Since 2012, he has been Mufti, chairman of the Spiritual Administration of Muslims of the Moscow Region.
Since 2012, she has been teaching at Moscow Islamic University [1] .
Since 2014, he is First Deputy Chairman of the Council of Muftis of Russia and the Spiritual Administration of Muslims of the Russian Federation.
In 2018, at the Russian Academy of National Economy and Public Administration under the President of the Russian Federation, under the scientific supervision of a doctor of philosophical sciences, associate professor S. A. Semedov, he defended his thesis for the degree of candidate of philosophical sciences on the topic “Modern Social Doctrine of Islam” (specialty 09.00.14 - Philosophy of Religion and Religious Studies) Official opponents - Doctor of Philosophy, Professor F. Rushan Abbyasov is the chairman of the organizing committees of the Moscow International Quran Reader Competition.
