Regnans in Excelsis - papal bull , released on February 25, 1570 , in which Pope Pius V declared Queen of England Elizabeth I a heretic and relieved all her subjects from her service and the need to carry out her orders [1] . It was written in Latin [2] .
Bull provoked a massive persecution of the Jesuits in England [3] , which led to the release in 1580 by Pope Gregory XIII of the explanation to the bull, which said that Catholics must outwardly obey the Queen in all civil matters until it is possible to overthrow her [4] .
