Biography

Josef Völk was born into a poor peasant family, received primary education from a local priest, who then helped him enroll in the gymnasium. After graduation, he studied law in Munich and received a degree in jurisprudence. During the period of the revolutionary events of 1848–48, he was in Landsberg am Lech .

In 1855, he was elected to the Bavarian Chamber of Deputies, where he joined the left and soon (1859), together with Broter and Marquard Bart, founded the “German Party”, which worked with great energy in the press and in the House. Its goal was the transformation of the German Union and the preparation of the unification of Germany. Völka’s proposal for the reform of the German Union was rejected by the House (1859). In the customs parliament (1868–1869), he zealously advocated closer rapprochement between southern Germany and the north.

From 1871 to 1881 he was a member of the German Reichstag; joined the National Liberal Party, but when the question of a protective tariff led to heated disputes within the party, he founded the Felk-Schaus group, which was close to the center and did not exist for long. In 1880, he became an honorary citizen of Kempten.
