Ruslan Eduardovich Israelyan (born October 19, 1961, Karakend) is a deputy of the National Assembly of the Nagorno-Karabakh Republic of the 5th convocation.

Biography
Born on October 19, 1961 in the village of Berdashen, Martuni district of the NKR . He graduated from high school in the village of Berdashen in 1978. From 1980-82 served in the ranks of the Soviet army. In 1983 he graduated from the agricultural college of the city of Stepanakert. In the same year he entered the Yerevan National Economic Institute, the Faculty of Finance. Then he transferred to the correspondence department of this institute, which he graduated in 1988. In 1983–86. He worked in the village of Berdashen on the Kirov collective farm as a mechanic. In 1986–87 He worked in the financial department as an inspector-inspector, where he later became the chief inspector. In 1989–92 worked as the deputy director of the NKR communal services. In 1987, he took an active part in the national liberation struggle. In 1991, in September he was appointed deputy commander for rear services of the NKR defense army. In December of that year, he formed a special reconnaissance squad. In 1992–93 He served in the state structure of national security, continuing to participate in various military operations. In 1994–97 served in the Central Defense Region of NKR JSC as a company commander, deputy battalion commander. He participated in the battles for the liberation of a number of NKR settlements. In 1997, he served in the NKR military prosecutor’s office as the head of the special department. In 1998-2000 worked in the NKR tax department as an inspector and head of the operations department. In the years 2000-04. worked as the acting director of Garni LLC. From March 2004 to the present, he has been Executive Director at Flash + LLC. Since May 23, 2010, in the 5th parliamentary elections of the National Assembly, the NKR was elected as a deputy on a proportional basis according to the list of the "Free Homeland" party. Member of the Standing Committee on Defense, Security, and Law. Member of the party Azat Ayrenik "Free Homeland". Member of the fraction "Homeland". He was awarded the Order of the Battle Cross of the first degree, the Marshal Baghramyan medals for the liberation of Shusha, and the commemorative medal Maternal Gratitude to the Valiant Fighters for Artsakh Freedom. Married, has 3 children.
