Presidential Election in Georgia (2013)

The presidential election in Georgia was held on October 27, 2013 . [1] They became the sixth presidential election after Georgia declared independence in 1991 . Under the Constitution, President Mikheil Saakashvili could not run for a third term.

Election resultGiorgi Margvelashvili won the presidential elections in Georgia.

The candidate from the Georgian Dream Party - Democratic Georgia, George Margvelashvili, already in the first round received an absolute majority of votes (62%) and became the new president of Georgia. The inauguration was scheduled for November 17, 2013.

After the inauguration of the president elected in 2013, constitutional amendments adopted by the Parliament of Georgia on October 15, 2010 enter into force. In accordance with these amendments, the power of the president is significantly reduced in favor of the prime minister and the government . [2]

Candidates

On September 23, the Central Election Commission of Georgia registered 23 presidential candidates, although A. Asatiani announced the withdrawal of his candidacy in favor of N. Burjanadze. 10 candidates are represented by political parties, and 13 - by independent initiative groups [3] [4] :

The first candidate was Shalva Natelashvili, who announced at a briefing on the nomination of his candidacy for the presidency. According to him, his main goal he sees is to resist "fraternal parties of President Mikheil Saakashvili and Prime Minister Bidzina Ivanishvili " [9] .

Observers

The Central Election Commission registered 60 local and 65 international organizations to monitor the voting process and vote counting. In total, 19,746 citizens and 1,241 international observers received accreditation [10] .

The joint observer mission of the OSCE , PACE , European Parliament and the Parliamentary Assembly of NATO positively evaluated the past presidential election. The statement noted that the elections were held in a peaceful and constructive atmosphere, were well prepared and held. Freedom of speech, assembly, and organization were respected; candidates could freely participate in the election campaign. The media represented a wide range of opinions, and voters had free access to candidate programs. Voting is recognized as professionally organized and transparent at all stages of election day. The main concern was that in some polling stations there were more observers than allowed by law, and in several cases, observers tried to intervene in the process. Most of the previous OSCE recommendations have been taken into account, and the relevant amendments have been made to the election laws [11] [12] .

Results

As a result of the election, Giorgi Margvelashvili received 62% of the vote, far ahead of the second candidate, Bagradze, who gained 22%. Burjanadze took 3rd place with 10% of the vote. The inauguration of Margvelashvili was scheduled for November 17, 2013. [13]

The turnout was 47%, lower than in the previous parliamentary elections in 2012 (61%) and the presidential election in 2008 (54%). [14]
