Biography

Born on February 25, 1976 in the village of Troitskoe (Kalmykia). At the age of two, he moved with his parents to Lutugino ( Lugansk region ), where he graduated from high school with a gold medal.

In 1993 he entered the Ukrainian State Academy of Law. Dzerzhinsky in Kharkov , from which he graduated in 1998 with a degree in Jurisprudence . While still studying at the university, he began law practice as a legal adviser to a number of private enterprises.

In 1998-1999. - Deputy Director for Legal Affairs, Terra Pension Fund.

In 1999-2000 - Head of the Representative Office of Ilyashev & Partners Law Firm, General Director of Kharkov Legal Alliance LLC.

From November 2000 to March 2010 - Director of the private law firm Zeus.

In 2007 he was admitted to the VO "Svoboda" . From February 2008 to March 2014 - the head of the Kharkiv regional party organization VO "Svoboda" [1] .

In October 2010, he ran for the mayor of Kharkiv , but gained only 0.84% ​​of the vote.

At the elections of the people's deputies of Ukraine on October 28, 2012 he was elected to the Verkhovna Rada on the party list of the All- Ukrainian Union Svoboda, in which he was number eight. In parliament, he became deputy head of the Committee on Rules of Procedure, deputy ethics and ensuring the activities of the Verkhovna Rada of Ukraine .

Criticism

In the declaration, which he filed as a candidate for people's deputies, the income was virtually zero [2] . Kharkiv journalists, at the request to clarify the situation with his income statement for 2011, replied that in 2009 and 2010 he declared, respectively, UAH 400 thousand. and 500 thousand UAH. earned by advocacy. "I 'eat up the money I made then," said Schweik [3] .

In 2010, after the first round of presidential elections in Kharkiv Freedom, there was a loud intraparty conflict, which resulted in the exclusion of activists Alexander Gavrilov from the party with the scandal (former assistant to people's deputy Andrei Shevchenko, head of agitprojects), Dmitry Pylypets, deputy chief of the election headquarters journalist V. Zaets and Shvayka’s secretary Diana Khomenko. In statements about quitting the party, I. Shvaika was essentially accused of a raider seizure of the party organization and using it for mercenary purposes [4] .

On November 14, 2012, when trying to hold a reporting and election conference of the Kharkiv regional association of VO "Enlightenment" named after Taras Shevchenko, Igor Shvaika was elected chairman of the regional organization [5] . Later, the Commission of the Central Board and the Control and Revision Inspectorate of the All-Ukrainian Society “Prosvita” named after Taras Shevchenko recognized this conference to be such that it was held with gross violations of the organization’s Charter [6] .

On July 10, 2014, about 500 farmers gathered at the Presidential Administration in Kiev, demanding the resignation of I. Shvayka from the post of Minister of Agrarian Policy. The reason for this was the lack of adequate steps to improve the situation in agriculture and ignoring previous protests [7] .

Criminal Cases

In April 2009, a search was conducted at the office of the Kharkiv regional organization of VO Svoboda. Activities were carried out with the participation of representatives of the prosecutor's office and the service to combat economic crime. According to Vartan Demurchan, senior investigator of the prosecutor’s office of the Kharkov region, during a search in the office of Kharkov Svoboda, equipment and documents relating to Avtobaz Kharkovvodstroi CJSC were seized. The investigator said that the search is being carried out within the framework of the criminal case under investigation I. Shvaika is the head of the Svoboda organization, he is the head of the law firm Zeus, which is involved in frauds with shares and a raider seizure of the vehicle depot in Bezludovka and Krasnograd [8 ] .

In August 2015, it became known about the initiation of a criminal case against Shvaika under Art. 368 of the Criminal Code of Ukraine (obtaining illegal benefits) for receiving in August 2014 from the State Food and Grain Corporation of Ukraine motorcycle “Harley-Davidson”, model 2013 FLH, worth 250 thousand hryvnia [9] .

On September 4, 2015, police reported on suspicion of organizing riots near the building of the Verkhovna Rada of Ukraine on August 31 of the same year to Igor Shvayke. Militiamen accuse Igor Shvayka of attacking the soldiers of the National Guard of Ukraine, as well as causing them bodily harm. Also in the message stated that Shvaika violated Part 2 of Art. 294 (organization of mass riots, accompanied by violence against the person, pogroms, arson, which caused the death of people) of the Criminal Code of Ukraine [10] . On September 10, the Pechersk District Court of Kiev dismissed Schwaik under the personal commitment of a number of people's deputies [11] .

On September 30, 2015, the Kyiv Court of Appeal chose a measure of restraint in the form of custody until November 4 for Igor Shvayka and appointed a pledge of 1.2 million hryvnias [12] . Thus, the court overturned the measure of restraint in the form of a personal guarantee for Shvaika and partially satisfied the appeal of the prosecutor's office. Former deputy of the Verkhovna Rada of Ukraine (the party "All-Ukrainian Union" Freedom ") Oleksandr Mirnyy made a pledge in the amount of 1.2 million hryvnia for Igor Shvayku [13] . On January 12, 2016, the Pecherskiy District Court of Kiev refused to cancel the preventive measure for Igor Shvayka as a pledge [14] .

Family

Married five times. The fifth spouse is Olga Dyachenko (chief editor of the Agrarian Newspaper) [15] .

He has five children [16] :

  • son from the first wife of Elena Sevastyanova;
  • daughter Anna from the second wife of Olga Zubkova;
  • son Taras and daughter Sophia from Olga Shvayka;
  • daughter Ivanka from the fourth wife Helena Shvayka.
