Education
In 1959 he went to the first class of the Kidrasov eight-year school, which he graduated in 1967 . In 1968 he entered the Verkhovsky Agricultural College. After graduation, he worked as an agronomist at the collective farm named after Chkalova, Teplitsky district, Vinnitsa region. From 1976 to 1981 he studied at the Uman Agricultural Institute , receiving the specialty of a scientist agronomist.
Candidate of Agricultural Sciences (since 1999 ). Candidate dissertation "Improving the elements of technology for growing soybeans in the southern forest-steppe of Ukraine and improving the efficiency of use of products of its processing." Professor of the Department of selection and seed production of agricultural crops of Vinnitsa State Agrarian University (since 2005 ).
The author of more than 50 scientific papers, including monographs, textbooks and patents. He speaks German .
Career
From 1972 to 1974 he was in military service. From 1975 to 1976 he worked as an agronomist for plant protection of the collective farm “Path to Communism” of the Bershad district of the Vinnitsa region, then for five years he was the chief agronomist of the same farm. From 1982 to 1986, he was the chief agronomist, deputy head of the agricultural department of the Bershad district executive committee. From 1986 to 1992 he worked as deputy, first deputy, chairman of the Bershad RAPO. In April 1992, he was appointed representative of the President of Ukraine in the Bershad region. In June 1994, he was elected Chairman of the Bershad District Council of People's Deputies, and in July 1995 he was appointed Chairman of the Bershad District State Administration. From June 1998 to December 1999, he was the deputy chairman for agribusiness, land resources, and environmental protection; from December 1999 to June 2004, he was the first deputy chairman of the Vinnitsa Regional State Administration.
From June 2004 to June 2005, he was the first vice-rector for research and production at Vinnitsa State Agrarian University. From June 2005 to April 2006 - First Deputy Chairman of the Vinnitsa Regional State Administration.
From April 2006 to November 2010 - Chairman of the Vinnitsa Regional Council.
Since September 2011, Vice-Rector for Innovative Development and International Activities of Vinnitsa National Agrarian University.
In the parliamentary elections of 2012, he was elected People's Deputy of Ukraine in the single-mandate majoritarian constituency No. 17. Self-nominated, non-factional. According to the results of the vote, he won by gaining 46.73% of the vote. In the Verkhovna Rada he became a member of the Budget Committee.
In the early parliamentary elections of 2014, he became a deputy of the VIII convocation from the party Bloc Petro Poroshenko at number 27 on the election list. Deputy Head of the Committee on Agrarian Policy and Land Relations.
December 25, 2018 is included in the list of Ukrainian individuals against which the Russian government imposed sanctions [1] .
