Biography
He graduated from high school in Novosibirsk, graduate school in Moscow. He defended his thesis, candidate of economic sciences ; Corresponding Member of the Russian Academy of Investments and Economics. He worked in Moscow as deputy director of a research institute.
In 1994 he returned to Kazakhstan. He opened the company “Valut-Transit” (currency exchange services), in 1996 he created the “ Valut-Transit Bank ”, in 1998 - the first non-governmental accumulative pension “Valut-Transit fund” in Kazakhstan with its own authorized capital of 110 million tenge. For several years, the financial companies he created showed steady growth.
In March 2007, he was sentenced to 3.5 years in prison for a number of economic crimes. By August 2010, when the sentence expired, A. Belyaev was charged with new charges: creating a criminal community, stealing someone else’s property, causing damage to the owner by deceit and abuse of trust, false business, using bank funds for personal use, destruction of documents and seals, as well as falsification of official documents [1] . According to the investigation, the criminal community under the leadership of Belyaev withdrawn and alienated funds worth more than 30 billion tenge [2] . During the trial, he filed a counterclaim against Stephen Lee Johnson and the liquidation commission of Valut-Transit Bank JSC in the amount of 29.244 billion tenge [3] . In July 2011, sentenced to 10 years in prison.
He served his sentence in a general regime colony (AK 159/18 institution, Karabas , Karaganda region ). Of the earned funds, the amounts were repaid to the account of repayment of the debt.
In July 2012, A. Belyaev was denied parole. A second application for parole arrived at the district court on February 8, 2013.
On February 9, 2013, A. Belyaev's health began to deteriorate; He was hospitalized in the intensive care unit of the regional medical center [4] . Died February 11, 2013 from myocardial infarction .
He was buried on February 13 in Bayanaul.
