Sakhalin-3

Sakhalin-3 is a promising oil and gas project on the coastal shelf of Sakhalin Island .

Sakhalin-3 includes four blocks of deposits: Kirinsky , Veninsky, Ayashsky and Vostochno-Odoptinsky. It should be noted that under the name “Sakhalin-3” there are hidden three huge oil and gas projects commensurate with the Sakhalin-1 and Sakhalin-2 projects [1] . Estimated recoverable resources exceed 700 million tons of oil and 1.3 trillion cubic meters of natural gas (C1 + C2 category) [2] .

History

In 1993, a consortium of Exxon, Mobil (now merged into ExxonMobil ) and Texaco (part of Chevron ) won the competition for the right to develop the three Sakhalin-3 blocks - Kirinsky , Vostochno-Odoptinsky and Ayashsky under the terms of a production sharing agreement . However, an agreement was never concluded, and licenses were not obtained by investors.

In 2003, amendments to the Russian law on PSA were adopted, after which the development of the project on these conditions became impossible. After that, the consortium members asked for licenses for the development of mineral resources under the usual tax regime, but the Russian government said that licenses for the right to develop deposits would be put up for re-sale.

Licenses for the Kirinsky, Ayashsky and Vostochno-Odoptinsky blocks were acquired by Gazprom , the license for the development of the Veninsky block belongs to Rosneft .

Gas from the Gazprom fields of the Sakhalin-3 section is the main resource base for filling the Sakhalin-Khabarovsk-Vladivostok gas pipeline [4] .

The operator of the Kirinsky block deposits is Gazprom dobycha shelf , 100% owned by PJSC Gazprom [5] . The first of the Kirinsky block deposits - the Kirinsky gas condensate field - was commissioned in October 2013 [6] . In 2014, industrial production began here. The Yuzhno-Kirinskoye field is being prepared for development, exploration work on the main contour of the field has been completed. In September 2016, during exploration work at the Kirinsky site, a significant inflow of gas and condensate was obtained as a result of drilling a prospecting and appraisal well at the Yuzhno-Lunsky structure, which indicates the discovery of a new field [7] .

The Veninsky block deposits are operated by LLC Venneft , a joint venture of Rosneft Oil Company (74.9%) and China Petrochemical Corporation Sinopec (25.1%) [8]
