Biography

Early years, labor

Born in a family of doctors. In 1991, after graduating from Vasily Stefanik High School in the city of Kolomyia , he entered the Chernivtsi State University at the Faculty of Law, and graduated in 1996 with a degree in Law. A longtime friend of Arseniy Yatsenyuk [1] , it was he who convinced Ivanchuk to become a lawyer, not a doctor. Since 1991, Ivanchuk has been his adviser and business partner, together with him in his student days he founded the law firm "Yurek Ltd", investing in the registered capital of 18 million coupon-carbovans [2] . Later, Andrey Pyshny and Alexander Burabak joined them as partners [3] .

In 1996-1998 Lecturer in the Department of Criminal Law and the Alma Mater Process. In 1998-1999 Vice President of the Law Firm "JUREC". In 1999-2000 Head of the territorial branch of the Kolomyia branch of Aval Bank in Snyatin . In 2000-2001 consultant, in 2001-2002 Deputy Director of the Ivano-Frankivsk Oblast Directorate of Bank Aval. In 2003-2004 Chairman of the Board of OJSC Volodimirtzukor in the city of Vladimir-Volynsky . Since 2005, he stopped doing business [4] .

In 2006, Vice-President of the National Energy Company of Ukraine. In 2008-2009 Director of the State Patent Office "Ukrinterenergo".

On September 23, 2009, he was elected leader and head of the executive committee of the Front of Changes party [5] , and was responsible for the creation of regional and district branches [3] . He worked in this post until June 2010.

In an interview with Ukrainska Pravda , businessman Igor Kolomoisky said that he owned the Techinservice Limited company together with Andrey Ivanchuk. In February 2017, the Russian oil company Lukoil sold to Techinservice a 50% stake in Karpatneftekhim in the Ivano-Frankivsk Region [6] [7] .

According to a journalistic investigation, even before the 2014 revolution, Ukrspirt state-owned enterprise developed corruption schemes consisting in the fact that clean alcohol was purported from a number of plants in western Ukraine to Khorostkov, supposedly for the production of bioethanol , but in fact from this raw material in factories owned by "Techinservice", produced " left " vodka. These schemes were told by the ex-head of Ukrspirt, Mikhail Labutin, who was patronized by the former Minister of Agricultural Policy Igor Shvaika [8] . At the end of October 2015, Ukrainian media and experts reported that Ivanchuk plans to introduce his management into Ukrspirt to recreate the previous schemes [9] [10] [11] . Ivanchuk himself denied allegations of ties to Ukrspirt [12] [13] . At the same time, on October 5, 2016, the Verkhovna Rada Committee on Economic Policy, headed by Andrey Ivanchuk, proposed the adoption of the Bill on the privatization of distilleries, despite the negative conclusion on this draft law by the Main Scientific and Expert Directorate of the BP [14] .

According to investigative journalism, Andrei Ivanchuk controls duty-free at Boryspil Airport. The contract for a 10-year lease of retail space was received by BF & GB Travel Retail, which is located in the same office and has a common reception room with Ivanchuk's office and reception. BF & GB Travel Retail at the competition ahead of the world leader in the industry, the Swiss company Dufry [15] [16] .

Member of Parliament

Since December 12, 2012, the People’s Deputy of Ukraine of the VII convocation from the party All-Ukrainian Association "Fatherland" (passed under number 39 in the list). Deputy Chairman of the faction, Chairman of the Verkhovna Rada Committee on Economic Policy [3] .

In 2013, he was one of the initiators of the law against “button-pushing,” for which he blocked the Rada for a long time [17] . Since the same 2013, he was repeatedly noticed in violation of Art. 84 of the Constitution of Ukraine regarding personal voting in the Verkhovna Rada [18] . May 15, 2014 became the champion in the number of fraud in the parliament for the year, having voted for inclusion in the agenda of the draft law “On the election of the President of Ukraine” immediately on behalf of five deputies [19] [20] [21] [22] . On February 9, 2017, Andrei Ivanchuk, along with four other deputies, was caught in a non-personal vote for draft law No. 5610 amending the Code of Criminal Procedure of Ukraine (regarding the improvement of mechanisms for ensuring the objectives of criminal proceedings) [23] [24] [25] .

During the Euromaidan, he was the initiator of the adoption of a model of a collegial decision to receive funds from sponsors. He donated several million hryvnias [4] .

In the 2014 parliamentary elections, he was elected to the Verkhovna Rada of the VIII convocation on the party list of the Popular Front party, in which he received 16th place. At this time, he was responsible for party work in the Kiev and Ivano-Frankivsk regions [4] . He was the head of the committee on economic policy and the deputy head of the Popular Front faction, as well as a member of inter-parliamentary relations with China and Lithuania.

A number of Ukrainian media called Andrei Ivanchuk “watching” and one of the three (along with Igor Kononenko and Mykola Martynenko ) gray cardinals of the VIII parliament, representing the interests of President Petro Poroshenko and Prime Minister Arseniy Yatsenyuk [26] [27] [28] .

In December 2017, a recording of a conversation between Igor Kolomoisky and Andrey Ivanchuk was published on the network. Kolomoisky asked if the people's deputy in the Verkhovna Rada voted to include on the agenda the issue of reducing the quorum for holding a meeting of Ukrnafta , which deprives the oligarch of control over the company. Ivanchuk answered in the affirmative, after which Kolomoisky in obscene form threatened to “engage in” Yatsenyuk more sales than Pinchuk and tell how much the ex-prime minister of Ukraine received money during Euromaidan [29] [30] .

On November 1, 2018, Russian sanctions were imposed against 322 citizens of Ukraine, including Andrei Ivanchuk [31] .

Scandals

According to the journalistic investigation of the “Our Pennies” program, Andrei Ivanchuk’s associates are involved in the seizure of the premises of the elite fitness club Sofiysky, located in Kiev opposite the building of the Ministry of Justice of Ukraine . Since 2016, the owner of BF Group LLC Arthur Granz, a friend of Ivanchuk, has been fighting for this property in the courts. The director of this company is Yuri Grishchenko, who previously worked as an assistant to MP Andrei Ivanchuk. In the summer of 2017, a group of 30 people blocked the entrance to the gym and office, and also captured the first three floors of the building [32] [33] [34] .

In January 2015, Andrey Ivanchuk violated anti-corruption laws by presenting a fountain pen worth 1,000 hryvnias to the Secretary of the National Security and Defense Council Alexander Turchinov . According to the law “On the principles of preventing and combating corruption," officials are forbidden to receive gifts more than half the minimum wage (about 600 hryvnias) [35] [36] [37] .

According to the official declaration, Ivanchuk’s total income in 2011 amounted to 12 thousand hryvnias. Officially, he has no real estate, there are only two cars - “Land Rover” and “Mercedes Benz” 2008 release. Members of his family own a plot of land with an area of ​​13 thousand 740 square meters, as well as a residential building with an area of ​​503.6 square meters and an apartment of 78.4 square meters. In addition to real estate, the family has a 2010 Toyota Seguoia car and a 2007 Galeon 440 yacht [39] .

According to the declaration for 2015, Andrey Ivanchuk held 750 thousand Swiss francs in cash, 600 thousand euros , 500 thousand dollars and 3.7 million hryvnias [40] [41] . On September 4, 2016, Andrei Ivanchuk flew from Nice to Kiev in a private jet, the Gulfstream G200 , registered with the Austrian company MJet GmbH. Renting such an aircraft costs 20-23 thousand euros (600 thousand hryvnias), while in 2015 Ivanchuk earned 891 518 hryvnias [42] [43] [44] .

In the declaration for 2017, Andrey Ivanchuk indicated the salary of the people's deputy in the amount of 247,340 hryvnias. Ivanchuk indicated in the declaration three icons, three pairs of watches (manufactured by Breguet , Vacheron Constantin and Rolex ), four shotguns ( Blaser R93 , Blaser D99BB Super, B&T SPR300 .300 Whisper, as well as Desert Tech HTI ). The people's deputy owned a Toyota Sequoia car of 2013 release. For 2017, Ivanchuk received interest from a deposit at Ukrgasbank in the amount of 5,497,779 hryvnias. The deputy declared 2.5 million hryvnias in cash, as well as 30,200,941 hryvnias and 631,575 euros on the accounts of Ukrgasbank [45] [46] [47] .
