Biography

The son of the real privy councilor Mikhail Antonovich Marcus (1799-1865), the brother of the real privy councilor Vladimir Markus , Fyodor Marcus, according to the description of A. A. Polovtsov , was "an honest man, but not one of those who bridges, but which bridges."

He graduated from the course at St. Petersburg University with a candidate’s degree in rights. On November 28, 1849 he entered the 2nd department of His Imperial Majesty’s Chancellery. Produced in August 1859 as state councilors , on May 23, 1861 he was appointed a member of the consultation at the Ministry of Justice .

In July 1865 he was promoted to full state councilor and appointed senior officer of the 2nd Division. In September 1866 he was appointed assistant trustee and director of the hospital of St. Olga . In October 1867, he was appointed a member of the commission to consider draft new regulations and staffs of Caucasian governorate institutions. In the same year, he was appointed a member of the advisory committee to consider draft basic provisions for the transformation of the judicial part in the Kingdom of Poland . In 1870 he was appointed a member of a special committee to draw up the basic provisions for the transformation of the spiritual and judicial part and the commission established at the Ministry of the Sea to review the rules on sea prizes and reprisals and the draft prize proceedings.

In 1871, he was appointed a member of the commission for the revision of the charter of commercial proceedings and a member of the mortgage commission, in 1873 - a member of a special meeting on drafting the charter on bills and the main grounds of clerical insolvency proceedings. In 1874-1876, he participated in a commission that discussed some issues in cases of schismatics. On April 17, 1875 he was appointed senator and, at the same time, was left at the Second Division of His Imperial Majesty’s Chancellery.

In 1880, he was appointed a member of the commission to discuss the draft resolution regarding the enforcement procedure for indisputable acts. On January 29, 1881, he was appointed a companion of the chief manager of the II branch of His Imperial Majesty’s own Chancellery, with the duties and rights of other comrade ministers, and soon a member of the commission of Count Baranov to study railway business in Russia. On March 4 of the same year, Marcus was ordered to attend the general meeting of the 4th and 5th boundary departments of the Senate, and in November took part in the work of a special commission for drawing up local government projects.

When the 2nd division was transformed into the Codification Division under the Council of State , Marcus was appointed comrade in charge of the department. On September 18, 1893, following the abolition of the post of merger of the codification department with the State Chancellery, the position of comrade of the General Manager, Marcus was appointed a member of the Council of State. On May 11, 1894, Marcus Highest was ordered to attend a special commission formed by the State Council for a preliminary discussion of the ideas of the Minister of Justice on the transformation of the boundary part.
