Biography

From the nobles. The son of the actual Privy Councilor Mikhail Antonovich Marcus (1799-1865). His brother, Fyodor Mikhailovich Markus, was also a full secret adviser and senator.

After completing the course at the Faculty of Law of St. Petersburg University, he entered, in 1849, into the service of the St. Petersburg Commissariat Commission. In 1852, he was appointed junior official of the military march, in the fleet of the office of His Imperial Majesty. January 20, 1854 joined the Department of Foreign Trade as an official on behalf of the Ministry of Finance of the 7th grade, was a member of the committee for the construction of the St. Petersburg Manufacturing Exhibition. In 1862 he was appointed an official on special assignments of the VI class, in 1863 - V class. In the same year he was appointed a member of the commission under the Ministry of Finance, to consider the assumption of the structure of state chambers. In 1864 he was appointed a member of the Council of the Volga-Don Railway. He participated in the development of questions about the financial management of the Kingdom of Poland. In 1866 he was appointed manager of the Kingdom of Poland finance department at the Ministry of Finance. In the same year, he was appointed a member of the commission established by the Ministry of Finance to review the system of taxes and fees, and then chief director, chairing the government commission for finance and treasury of the Kingdom of Poland.

In 1869, general supervision of the actions of state chambers in the provinces of the Kingdom of Poland was provided, in addition, he continued to take part in the studies of the central peasant affairs commission as a representative of the Ministry of Finance. On August 30, 1869 he was appointed senator, leaving him a member of the constituent committee in the Kingdom of Poland. Since 1879 he was present in the Senate in the 2nd branch of the 3rd department, then in the 1st department. On the day of the coronation of Alexander III on May 15, 1883, he was an assistant with a person carrying the State Flag. In the same year, he was appointed trustee of the almshouse of Tsarevich Nikolai Alexandrovich. On January 1, 1884, he was appointed a member of the State Council for the Department of State Economy, and on February 16, 1885 he was appointed honorary guardian, in the same year he participated in the discussion of issues arising in a special Higher Established Commission in the development of rules on the benefits of civil service in the distant parts of the empire. He was a member to discuss issues arising from the revision of the turnover of the Nikolaev railway for 1868-1882.

Since 1863 he was a member of the Board of Trustees of public charity institutions in St. Petersburg, a trustee of the hospital of St. Olga [2]. Participated in a commission to revise the statutes of the Board of Trustees and the regulations on His Imperial Majesty’s Own Chancellery for the Establishment of Empress Maria. On November 19, 1888 he was appointed chairman of the commission for the revision of the pension charter of the department of the Empress Mary.

On May 1, 1894, he was commanded by the Highest to attend a special commission formed by the State Council for a preliminary discussion of the presentation of the Minister of Justice on the transformation of the boundary part.

He had many Russian orders up to St. Vladimir 1st degree, inclusive.

He was buried at Volkovsky Lutheran cemetery .
