A privatization referendum was held in Lithuania on August 27, 1994 [1] . A draft law was submitted for voting, proposing procedures for changing privatization transactions that were non-transparent in nature, as well as providing for the use of privatization revenues to index savings deposits of Lithuanian citizens that were available at the time of the start of economic reforms [2] . In total, voters had to answer eight questions. Despite the fact that about 89% of the voters gave a positive answer to each of the questions, low voter turnout did not allow for the adoption of the proposed law [2] .
The initiators of the referendum on illegal privatization and compensation of deposits of the population was the Lithuanian opposition, which hoped to increase its popularity. If the referendum was successful, the Lithuanian government would have to spend about $ 2 billion to pay compensation, thereby undermining the financial stabilization policy pursued by the authorities [3] . In addition to issues related to privatization, the issue of a claim to Russia to pay damages from the Soviet occupation was submitted for consideration by citizens. [4]
