The referendum in Lithuania was held on October 20, 1996, simultaneously with the first round of parliamentary elections [1] . Voters were to approve three amendments to the Constitution of Lithuania , according to which the number of members of the Seimas of Lithuania was reduced, elections were to be held only in spring, and public spending on social purposes was set at least 50% of the budget [2] . Also, citizens had to decide whether the money from the state property proceeds from privatization should be used to pay compensation to those who lost their Soviet savings due to inflation [2] .
Although the majority of voters who voted on all four issues voted “For”, no decisions were made due to the low turnout [2] .
