Biography
Andrei Nikolaevich Klepach was born on March 4, 1959 in Moscow [2] .
In 1981, Klepach graduated from the Faculty of Economics of Lomonosov Moscow State University (Moscow State University) with a degree in economics and a teacher of political economy [2] . From 1981 to 1984, Klepach studied at graduate school and in 1987 he defended his thesis , receiving a Ph.D. in economics. Until 1991, Klepach worked first as an assistant and then as a senior lecturer in the Department of Political Economy of the Faculty of Economics of Moscow State University. In 1996-1997, he was an assistant professor at the Department of Economic Problems of Modern Capitalism, Faculty of Economics, Moscow State University [2] [3] .
From 1991 to 1998, Klepach worked at the Institute of Economic Forecasting of the Russian Academy of Sciences , where he was a leading (according to other sources - senior) research associate , and then - head of the laboratory. Along with research activities, he began to engage in consulting: in 1995-1997 he was an expert at the Russian-European Center for Economic Policy. In 1999-2004, Klepach served as Executive Director of the Economic Development Fund "Development Center" [2] [4] . Since the early 1990s, A. Klepach, together with A. Belousov, has been participating in the work of the Foreign Policy Association analytical group, which is also sometimes called the “Immortals Group” (after the name of its founder, former USSR Foreign Minister Alexander Bessmertnyh ) as part of regular thematic discussions and discussions. groups. In April 2004, Klepach, by order of the head of the Ministry of Economic Development and Trade of the Russian Federation (MEDT) German Gref, was appointed head of the department of macroeconomic forecasting. Klepach retained his post even after the Ministry of Economic Development and Trade headed Elvira Nabiullina in September 2007 [2] [6] [7] [8] [9] .
In February 2008, Klepach took the post of deputy head of the Ministry of Economic Development and Trade, in charge of “forecasting, strategic planning, and budgeting”. “ Kommersant ” associated this appointment with the fact that Klepach is one of the “people who prepared the“ Putin plan ”before 2020 and are able to immediately take up its implementation” [10] [11] [12] .
In 2011, Klepach earned more than other officials of the Ministry of Economic Development - 24.2 million rubles, taking into account the housing subsidy (20 million rubles). According to the declaration, he owned a land plot of 0.1 hectares, an apartment of 79 square meters, a share in another apartment of 77.3 square meters, a cottage of 70 square meters and a Skoda car [13] [14] .
Repeatedly Klepach made comments on the economic situation in the country and in the world [4] [8] [11] [15] [16] . In December 2008, when it became clear that Russia also became one of the many countries affected by the global financial crisis , the official admitted that "the recession in the Russian Federation has already begun." According to the Vedomosti newspaper, it was Klepach who was entrusted with making a forecast of the socio-economic development of Russia “adjusted for the crisis” for the Russian government, which he never presented. One of the reasons for what happened was that "the picture of the world in Klepach’s forecast does not correspond to political settings: you cannot publish information about a cheap ruble, low GDP growth and a drop in industrial production." Thus, according to the newspaper’s analysts, in this situation Klepach, “a quiet, intelligent deputy minister ... a good economist and a good official”, was “faced with a choice: either a good economist or a good official” [12] . In February 2009, the Ministry of Finance presented the leadership of the United Russia party, which had the majority of seats in the State Duma , with materials containing the forecast of the Ministry of Economic Development for the current year. According to him, in 2009, the fall in real incomes of Russians should reach 8.3 percent. Klepach confirmed this figure [17] .
Since 1990, Klepach has been a participant in the development of annual forecasts for the development of the Russian economy and industries by order of the Ministry of Economic Development, the Ministry of Finance of the Russian Federation and the State Duma. He is the author of more than 50 scientific publications. On July 18, 2014, he was relieved of his post as deputy head of the Ministry of Economic Development at his own request [18] .
