Anatoly Alekseevich Panfilov (born February 1, 1951 , Sortavala , Karelia ) is a Russian scientist , engineer , professor , public and political figure, since 1993 and until now the chairman of the Kedr Constructive and Ecological Movement and political party of the Russian Ecological Party Green .

Biography
Anatoly Alekseevich Panfilov was born on February 1, 1951 in the city of Sortavala ( Karelia ) [1] .
From 1966 he was a Komsomol member of the Komsomol and a member of the CPSU party until November 1991 .
In 1974 he graduated from the Faculty of Radio Electronics of Aircraft of the Moscow Aviation Institute named after Sergo Ordzhonikidze . It was noted that in his student years for several years he worked in the trade union committee of the Moscow Aviation Institute, in the Komsomol construction teams at construction sites in Siberia. After graduation, Panfilov worked at the Moscow Television Plant , was a foreman and head of the technical bureau of the workshop [1] .
According to the official curriculum vitae, after the Moscow Television Plant Panfilov worked for 10 years at the enterprises of the military-industrial complex of the USSR , and in 1990 he was engaged in entrepreneurship in the Urals (details were not given) [1] . According to data published in the press, in 1990 Panfilov became chairman of the board of the Iglor company [2] . A number of publications reported that from 1990 to 1993, Panfilov was the director of a small enterprise for the development and production of bottled water [3] .
Political Activities
In April 1993, Panfilov headed the Constructive Ecological Movement of Russia “Cedar” [2] . Analysts noted that it was in fact the corporate structure of the Sanitary and Epidemiological Supervision - its creator was the chairman of the State Committee for Sanitary and Epidemiological Surveillance of Russia Yevgeny Belyaev , and the Kedra asset included heads of departments of the state committee and regional departments, in particular Gennady Onishchenko [4] . In 1994, on the basis of the movement, the Ecological Party of Russia “Kedr” was formed, transformed into the Russian Ecological Party “Greens” with the general re-registration of Russian political parties in 2002. In an interview with Nezavisimaya Gazeta in 1993, Panfilov said: “The goal of our movement is ... to create such a mechanism where it would be beneficial for any enterprise and businessman to invest in environmental protection” [2] .
In 1995, the Kedr party took part in the elections to the State Duma of the Russian Federation of the second convocation . Analysts noted that her leadership tried to bet on attracting famous figures to the electoral list - businessman Artyom Tarasov and TV presenter Leonid Yakubovich [5] were included in the top three in the list, in addition to Panfilov. However, Kedr won only 1.39 percent of the vote in the Duma elections [6] , and Panfilov did not get into parliament. As Version wrote, Kedr lost the election because the party leadership, led by Panfilov, refused to listen to the advice of the representatives of the INDEM fund Georgy Satarov , who “invented” the movement and prepared not only its program and charter documents, but also proposals campaigning [7] .
A number of media outlets noted that in May 1996, after Belyaev was relieved of his post as head of the State Committee for Sanitary Epidemiological Supervision for “improper performance of his duties, violations of the law and misuse of federal budget funds” [8] , the Kedr party was finally passed into the jurisdiction of Panfilov, who was called her main sponsor [4] . In the same year, Panfilov was elected chairman of the chamber on ecology and natural resources in the political advisory council under the President of the Russian Federation (he held this post until 2000) [1] .
In 1999, Panfilov appeared under the first number on the list of the Ecological Party of Russia “Cedar” electoral association in the elections to the State Duma of the third convocation [9] , however, “Cedar” did not participate in the elections at all, since two of the three members of the first three [5] . According to the Versiya newspaper, the “aluminum” tycoon Lev Chernoy (Cherny) was the sponsor of Kedra during this campaign. The businessman hired political consultants twice, first from the Image Contact Novosibirsk branch of the company, then from the Russkiy Proekt foundation, but making sure the project was futile, he “left Cedar to himself.” In total, according to the "Version", over the years of its existence, "Cedar" has replaced several "owners" (others were not named) [7] . Although in 2000 Cedar was renamed the Russian Ecological Party Greens [2] [10] , Panfilova continued to be called the leader of Cedar after that [11] . Meanwhile, a number of independent ecologists attributed Kedr to the number of typical pseudo-ecological parties that do not carry out any real environmental work, but use a fashionable environmental theme, activating their activities exclusively before the next election [12] .
In January 2000, Panfilov was nominated by an initiative group of citizens as a candidate for the presidency of the Russian Federation [11] , in the application he was listed as the chairman of the All-Russian political public organization (political party) “Ecological Party of Russia“ Cedar “(green)” [13] . However, Panfilov did not turn in the Central Election Commission on time [14] , and did not participate in the elections, the winner of which in the first round was Vladimir Putin [15] .
In 2003, Panfilov, at the invitation of the European Parliament, took part in the work of the European Commission in Brussels [1] . In the same year, he again ran for the State Duma from the Green Party, as chairman of the presidium of its central council [16] . The party lost the election, gaining 0.41 percent of the vote [17] .
In February 2005, Panfilov became a member of the Public Environmental Council under the Ministry of Natural Resources of the Russian Federation [18] .
Until 2016, he was a member of the public council at Rosprirodnadzor , giving way to party deputy Elena Grishina.
In November 2006, at a meeting of the Green Party in Samara , with the financial support of the president of the SOK CC charitable foundation, Ilona Kachmazova, Panfilov noted that the task of the structure he headed was still to improve the environmental situation in the country. He stated that his party intends to participate independently in the 2007 parliamentary elections, although she is “close to the positions of Just Russia ” [19] . In 2007, the Green Party took part in the elections to local legislative assemblies, with Panfilov personally coming to Samara to support his organization [12] . The election results surprised analysts: for the first time in its history, the Panfilova party overcame the electoral 7% barrier and went to the Samara Provincial Duma , for the first time having passed the top manager of the SOK Group of Companies Elvira Surkova, who was included in the Central Council of the party, on the lists of the party of one deputy . Immediately after the election, the elected deputy from the Zeleny Surkova actually departed from party affairs and after the termination of the deputy’s powers left the party in 2012 [20] [21] .
Collaboration with other parties
From 2002 to 2006, he worked closely with the Russian Party of Life, calling its leader Sergei Mironov the main ally and his friend.
In 2007, the Kedr movement became part of the Free Russia party, later renamed Civil Power [22] , and Panfilov was included in its High Council [11] . At the seventh extraordinary congress of the party, Panfilov formulated the immediate political task: “To convince 70 percent of the population that normal people are part of the Civil Power” [22] .
However, at the congress on September 16, 2007, the Green Party decided not to unite with the Civil Power to participate in the upcoming parliamentary elections and go to the State Duma independently. Panfilov headed the federal list of candidates from his party [23] [24] and, speaking to delegates to the congress, called on the “greens” to interact more actively with the authorities. In particular, he said that they “should unite to solve environmental issues” with “ United Russia ” [25] . But on October 28, 2007, when the Central Election Commission of the Russian Federation completed the registration of federal lists of candidates from political parties, it became known that the Green Party would not be included in the ballots. She was denied registration because the CEC invalidated more than 5 percent of voters' signatures submitted by the party in support of its candidate lists [26] .
On November 12, 2007, the Central Council of the Green Party decided to support the Democratic Party of Russia (DPR), led by Andrei Bogdanov . Two days later, Panfilov, on behalf of the party led by him, signed a “Cooperation Agreement” between the Democratic Republic of the Democratic Republic and the Green Party [27] . But even this did not bring DPR success: in the elections held on December 2, 2007, the Bogdanov party won only 0.13 percent of the vote, and the candidates from its list did not get into the State Duma of the fifth convocation [28] .
In October 2008, it was announced that the Russian Ecological Green Party had decided to merge with Just Russia . “All the potential possessed by the greens will be claimed by the reference Russia and nothing will remain on the sidelines,” the leader of the Just Russia faction in the State Duma of the Russian Federation Nikolay Levichev assured reporters [29] . The Green Party itself was reorganized into a movement so that its members could enter Fair Russia, while Panfilov remained its leader [30] [31] . The next month, “Civil Power” broke up, and then entered into the “ Just Cause ” [32] .
From 2008 to 2012, Panfilov was one of the secretaries of the Central Council of the Just Russia party.
In December 2011, President Dmitry Medvedev announced that in the near future party registration would be simplified [33] [34] . In February 2012, at the congress, the Greens movement decided to restore the party of the same name and its members to leave Just Russia. Panfilov was again elected chairman of the party, by April of the same year it was planned to submit documents for registration to the Ministry of Justice. The Greens decided to support the candidacy of Prime Minister Putin in the presidential elections in March 2012, as well as take part in rallies in his support [30] [35] [36] .
Panfilov was awarded the medal "850 years of Moscow" [12] .
