Biography
Born in the family of a soldier. Grew up in the city of Priluki, Chernihiv region .
He graduated from the Prilutsk Medical School with a degree in obstetrician (1992) and Kiev National University of Economics (Economics and Entrepreneurship, 2004). Master in Economics, Entrepreneurship and Marketing.
He worked as a paramedic of the admission department of the Prilutsk Central City Hospital (from October 1992 to January 2002).
Since 2000 - President of the Charity Fund "Europe" and FC "Europe".
Married, father of four children.
Political career
From 1998 to 2002 - Member of the Prilutsk City Council.
In 2002, he ran as a candidate for people's deputies in the single-mandate constituency No. 210 of the Chernihiv region, taking 2nd place.
From 2006 to 2008 - deputy of the Dnieper District Council of Kiev .
From June 9, 2008 to December 12, 2012 - People’s Deputy of Ukraine of the VI convocation from the " Yulia Tymoshenko Bloc ", No. 174 in the list. Member of the Committee on Finance, Banking, Tax and Customs Policy.
Since December 12, 2012 - People’s Deputy of Ukraine of the VII convocation from the party All-Ukrainian Association "Fatherland" , was elected in single-member constituency No. 205. According to the results of the vote, he won by gaining 50.2% of the vote. Deputy Chairman of the Budget Committee.
In the early parliamentary elections of 2014, the All-Ukrainian Batkivshchyna party was unable to enter the Verkhovna Rada on the party’s list, but after the completion of the mandate by Dmitry Shlemko , on June 9, 2015 he became a people's deputy of Ukraine of the 8th convocation.
December 25, 2018 is included in the list of Ukrainian individuals against which the Russian government imposed sanctions [1] .
Criticism and Criminal Cases
In January 2019, information was published in the media that, using contacts in the Chernigov diocese of the UOC MP, Valery Dubil helped the Batkivshchyna party attract Russian political technologists: Sergey Lukin, Boris Konovalov, Nina Klebanova, Roman Martin, Alexander Korolev, Anna Ostapchuk, Alexey Shevchenko.
On March 7, 2019, the Prosecutor General of Ukraine Yuriy Lutsenko announced that the People's Deputy of the Fatherland Valery Dubil had organized a network of agitators with the participation of Russian political strategists and planned to bribe voters in three areas for the victory of Yulia Tymoshenko on March 31.
“A few weeks ago, Dubille became the subject of law enforcement. The Security Service of Ukraine, its T department for the protection of the constitutional order, discovered a group of Russian political strategists invited by the Chernihiv diocese of the UOC of the Moscow Patriarchate in 2014 as volunteers working in the headquarters of the Fatherland. The investigation has a legitimate audio recording when Dubille instructs the entire network and guarantees them the payment of funds that were found during the searches, "said Lutsenko.
Specialized anti-corruption prosecutors are investigating a criminal case against Valery Dubil. The deputy is suspected of committing fraudulent acts, illegal seizure of property of enterprises (raiding), the declaration of false information and illegal enrichment.
In particular, according to media reports, relatives and colleagues of Valery Dubil acquired elite real estate in the center of Kiev, in the Delo House residential complex, for a total amount of 18,000,000 hryvnias due to an unknown origin.
In particular, Valery Dubilya is accused of raiding by way of his business partner Alexander Golovach’s 75% stake in Promstroyinnovatsiya LLC - an agricultural holding in Chernihiv region.
