Biography
In 1962 he graduated from the Faculty of Philosophy of Moscow University . In 1962-1965 - Assistant of the Department of the North Caucasian Mining and Metallurgical Institute ( Ordzhonikidze ). In 1967 he graduated from the graduate school of the Institute of World Economy of the Socialist System of the USSR Academy of Sciences.
In 1967-1969 - Junior, then senior researcher at the Institute of World Economy and International Relations , USSR Academy of Sciences. In the years 1971-1975. - Advisor to the editorial board of the journal “ Problems of Peace and Socialism ” ( Prague ).
In 1975-1984 worked in a group of consultants of the Propaganda Department of the Central Committee of the CPSU (lecturer, consultant, group leader). In 1984-1985 - Assistant Secretary General of the CPSU Central Committee ; then he worked as deputy chief editor of the journal Political Self-Education (1985-1989), professor at the Moscow Higher Party School (1990-1991).
In 1991-1993 headed the information and methodical sector of the Council of Nationalities of the Supreme Council of the Russian Federation ; at the same time since 1992 - executive editor of the newsletter of the Council of Nationalities “Ethnopolitical Bulletin of Russia” [1] .
From September 1993 [2] to January 10, 1994 - Deputy Chairman of the State Committee of the Russian Federation for Federation and Nationalities ; then - Deputy Head of the Administration of the President of the Russian Federation for work with territories; Since 1996 - Head of the Main Program and Analytical Directorate of the President of the Russian Federation.
In 1996-1998 - expert on ethnopolitology and geopolitics, head of the political analysts group of Inkombank ; at the same time - professor of the Russian Academy of Public Administration under the President of the Russian Federation .
In 1998 [3] —1999 [4] . - First Deputy Minister of National Policy of the Russian Federation ; in 1999-2000 worked in the Council of Nationalities of the Supreme Council of the Russian Federation.
He was also deputy chairman of the Council of the Assembly of Peoples of Russia.
In 1995, he ran for the State Duma in the Chertanovsky constituency No. 204 (Moscow), but was not elected as a deputy, taking 6th place with 2.3% of the vote (6282 votes out of 271 347 votes) [5] . In the 1999 State Duma elections, he ran for election from the All-Russian Socio-Political Movement “Spiritual Heritage” electoral association (No. 18 on the regional list for Moscow and the Moscow Region) [6] [7] ; also was not elected deputy, taking 7th place with 1.5% of the vote (4558 votes out of 294,980 voters) [8] .
He was fluent in German and Turkish.

Scientific activity
In 1967 he defended his dissertation on the theme “The revolutionary effect of the world socialist system on the national liberation movement (problems of methodology)”; in 1985 - doctoral dissertation on the topic "Socialist ideal and real socialism (socio-political and epistemological aspects of the problem)."
