Active participant in the construction of Soviet health care in Ukraine. In 1920, he created a circle of advanced students under the People's Commissariat of Health of the Ukrainian SSR and attracted academician V. Ya. Danilevsky and professor K.I. Platonov to their leadership. On the basis of this circle, under the guidance of I.Z. Velvovsky, the Kharkov Psychotherapeutic School is being created, which has received wide recognition not only in the USSR, but also abroad.
In the pre-war period, I.Z. Velvovsky was responsible for the division of psychoneurology at the Academic Council of the People's Commissariat of Health of the Ukrainian SSR, an active participant in the creation in Ukraine of institutions related to improving the work and life of working people, as well as student hospitals and clinics. In addition, I.Z. Velvovsky is at the origins of the organization of the Ukrainian Psychoneurological Academy, the Psychoneurological Faculty of the Kharkov Medical Institute, the Psychoneurological Dispensary of Railway Transport and the parallel Institute of the Southern Railway (Central Clinical Psychoneurological Hospital of the Ministry of Railway Transport), he did a lot in organizing the Odessa and Kiev Psychoneurological Institutes .
Organizer of a general medical psychotherapeutic service in a wide healthcare network. He achieved the introduction of psychotherapy in balneology. Initiator of the publication of the journals “Soviet Psychoneurology” and “Psychohygiene to the Masses”.
The main contribution of I.Z. Velvovsky to Soviet and world medicine was the development and implementation of a unique psychoprophylactic anesthesia system for childbirth, which was widely recognized throughout the world and approved by the Pope as “a gift of the humanity of Soviet science to all mankind ... despite the fact that it was created by godless communists materialists from the Soviet Union ... ". Pope Pius XII also noted that "as it is good for the people, it still comes from God." This method was a creative incentive for the French scientist Lamaz , who visited the USSR in 1951 and actually copied and used the Velvovsky method. As a result of the Soviet policy of the Iron Curtain, the name “Velvovsky Method” was replaced by the vague term “Soviet method” and until now this method has been applied practically unchanged throughout the world as a basis for delivering without pain.
I.Z. Velvovsky is the author of more than 170 scientific works. A brilliant lecturer, an excellent clinician and an experienced teacher, Ilya Zakharovich brought up a whole generation of physician-enthusiasts of psychotherapy in the USSR. Under his leadership, 12 candidate and 5 doctoral dissertations were defended. He is the creator of the school of psychotherapy of a general medical direction.
