Geography
Harbin SMO is located in the eastern part of the Justinsky district and borders:
- in the east - with the Astrakhan region ;
- in the southeast - with the Berginsky SMO ;
- in the south - with the Yashkul region ( Molodezhnensky SMO );
- in the west - with Erdnievsky and Justinsky QS ;
- in the north-west - with the Tatal SMO ;
- in the north - with the Tsaganaman SMO .
In the relief, the territory of the Kharba SMO is expressed by a gently sloping plain on the marine upper Khvalyn deposits with ridged relief sections and massifs of twisted sands . The relief is flat, represented by the Caspian lowland . Brown semi-desert soils prevail on the territory of the NSR [2] . In the territory of the QS, the Harbinsky Federal Reserve is partially located.
Hydrography
There is no surface hydrographic network [2] .
Climate
The climate of the territory is sharply continental, dry: summers are hot and very dry, winters are not snowy, sometimes with great cold, the weather is characterized by extreme instability. Air temperature has a pronounced annual course. Average January temperatures are negative: from - 7 to - 9 C from - 10 ... - 12 C. The minimum January temperature is 35 ... -37 C. The lowest temperatures drop to -35 C. The average July temperatures range from + 23.5 to + 25.5 C. The absolute maximum temperature in hot years reaches + 40 + 44 C. The average annual temperature is 8.6 C. A specific feature of the territory are droughts and dry winds . The number of days with the indicated adverse natural phenomena can reach 119 days [2] .

The demographic situation prevailing in the Harbin QS is complex. As of January 1, 2012, the population of the QS was 544 people. Recent decades in the settlement there has been a slight natural decline. The migration situation in the Harbin SMO is unstable [2] .

Agriculture is the core industry of the Harbin Municipal Specialization. In QS, the SEC "Harba" operates, as well as 16 peasant farms and 55 private farms . All business entities specialize in animal husbandry [2] .
