The flag of the municipality is the city of Kotovsk in the Tambov Region of the Russian Federation - an identification mark serving as the official symbol of the municipality.

The flag was approved on December 27, 2012 by decision of the Kotovsky City Council of People’s Deputies No. 540 [1] and on April 16, 2013 it was added to the State Heraldry Register of the Russian Federation with assignment of registration number 8323.

Description
“The flag of the city of Kotovsk is a rectangular cloth with a 2: 3 ratio of width to length, consisting of two horizontal stripes: scarlet (at the top, 2/3 of the width of the cloth) and green colors separated by a silver wavy line, in the center of which is against a green background a golden cannon barrel is placed, on a scarlet background is a spruce of the same metal. ”
Justification of Symbols
The flag in the language of symbols and allegories reflects the historical, economic and natural features of the city.
The city of Kotovsk emerged as a working village during the construction of the state defense plant, which began in 1914. The high importance of the plant in World War I was the key to its early commissioning and construction of the village itself for workers. For twenty-six years, the nameless factory village turned into a city. April 16, 1940, by decree of the Presidium of the Supreme Council of the RSFSR, renamed the city of Kotovsk. And during the years of World War II, the powder factory (factory No. 204) worked around the clock without closing for a day. During the war, forty million charges and ninety thousand tons of gunpowder were produced here. For merits in providing the Soviet Army and Navy during the war, the plant was awarded the Order of the Patriotic War of the 1st degree . The powder factory, its role in the appearance and formation of the city, is allegorically reflected on the flag with a red field and an gun barrel.
The Red Field also refers to one of the earliest names of the village (from 1919 to 1939) - Red Action.
Red color is a symbol of courage, strength, labor, beauty and celebration. The city of Kotovsk is located south of Tambov on the high right bank of the Tsna River , shown on the flag with a white wavy belt. Initially, there was a forest, and the streets of the village were cut through by glades. And today Kotovsk is one of the greenest and most comfortable cities in the region. This flag is symbolized by a green stripe and a golden growing spruce.
Green color is a symbol of youth, health, nature, life growth.
Yellow color ( gold ) is a symbol of wealth, stability, respect, sunlight and warmth.
White color ( silver ) is a symbol of purity, perfection of peace and mutual understanding.
