General Directorate of Shipbuilding and Supplies

The General Directorate of Shipbuilding and Supplies is a structural unit of the Naval Ministry of the Russian Imperial Fleet . Management was formed in 1885 and lasted until 1911. Management was in charge of organizing the entire economic part of the maritime department.

History

The General Directorate of Shipbuilding and Supplies originates from the Shipbuilding Department of the Ministry of the Sea, created in 1827 . The shipbuilding department was in charge of the economic issues of the construction, armament and repair of military ships and their mechanisms. The department was headed by a director [1] . A Scientific Committee was created at the Shipbuilding Department, which was reorganized into the Technical Department in 1855, and in 1856 it was transformed into an independent Shipbuilding Technical Committee for the preparation and consideration of shipbuilding programs and estimates. In 1867, the Shipbuilding and Commissariat Departments and the Artillery and Building Departments along with the Shipbuilding Technical and Naval Scientific Committees were abolished, one higher technical institution was formed in their place - the Marine Technical Committee (MTK), which consisted of departments: shipbuilding, mechanical, artillery mine and construction parts. In 1885, in accordance with the new "Regulation on the Management of the Marine Department" of June 3, 1885, the Central Directorate of Shipbuilding and Supply was established to centralize the management of the economic unit [2] .

After the Russo-Japanese War, the General Directorate of Shipbuilding and Supplies was entrusted with the task of monitoring the construction of ships.

According to the “Provisional Regulation on the Management of the Marine Department” of October 11, 1911, the Main Directorate of Shipbuilding and Supplies was divided into the Main Directorate of Shipbuilding (1911-1918), which was responsible for the Experimental Ship Basin , Maritime Museum , Scientific and Technical Laboratory and the Main Maritime economic management, which was subordinated to the Office of the Marine Construction Part (formerly the Marine Construction Committee) and the created Office for Workers and Employees, which was in charge of civilian employees in the marine domstva. The General Directorate of Shipbuilding combined the functions of two bodies of the Ministry of the Sea: the Marine Technical Committee and the General Directorate of Shipbuilding and Supply.

In 1915, the General Directorate of Shipbuilding and the Main Marine Economic Directorate were transferred to the direct control of a comrade of the Minister of the Sea.

After the October Revolution , in 1918, the General Directorate of Shipbuilding was reorganized.

Management Structure 1886-1911

Management consisted of three departments: structures, procurement and accounting.

The department of management structures was directly managed by the head of the main department, the other two were special chiefs subordinate to the head of the main department and enjoying the rights of department directors.

The department of constructions made plans for shipbuilding and construction work.

The procurement department was responsible for the timely acquisition of all the materials necessary for the maritime department, their distribution between ports and the formation of stocks of the most important items in port storage facilities.

The accounting department compiled a general budget estimate of revenues and expenses for the Ministry of the Sea. He owned general supervision of the correct and uniform conduct of monetary and material bookkeeping in all port institutions and clarification of misunderstandings on the application of existing accounting rules and reporting.
