Biography
Born in the family of a writer. He studied law at the Sorbonne and graduated from the École Libre des Sciences Politiques.
Since 1930, he worked in the General Inspectorate of Finance,
- 1932-1934 - the head of the office of the Minister of Finance, then - the financial auditor of a number of large state enterprises,
- 1940-1943 - General Director of the Main Department of the State Secretariat for Insurance,
- 1943-1944 - Finance Director of the French National Liberation Committee of Algeria,
- 1944-1949 - Director of the Budget Department of the French Ministry of Finance,
- 1949-1953 - Director of Crédit Lyonnais,
- 1953-1955 - Head of the Department of Asia and the Middle East at the International Bank for Reconstruction and Development,
- 1955-1958 - NATO Secretary for Economics and Finance,
- 1958-1959 - NATO Deputy Secretary General
- 1959-1967 - Inspector General of the French Ministry of Finance,
- 1969-1972 - Minister of State of Monaco.
