Biography
In 1966, after graduating from the eight-year school, he entered the Borovichi Industrial Technical School, which he graduated with honors in 1970.
From November 1970 to November 1972, he served in military service in the Strategic Missile Forces .
From 1973 to 1978, he studied at the Law Faculty of the Leningrad State University , which he graduated with honors, and in 1979–1981 he studied at the graduate school of Leningrad State University . In December 1982, under the leadership of Professor N. A. Belyaev, he defended his thesis "Theoretical issues of criminal responsibility and release from it . "
Since September 1981 she has been working at the Department of Criminal Law of the Law Faculty of Leningrad State University (St. Petersburg State University).
In November 1996 he defended his doctoral thesis "Criminal Law: the substantial attribute and regulatory aspects of action . "
In 1996 he was a member of the working group that prepared the Model Criminal Code for the CIS countries.
Since 2002, he was the Deputy Chairman of the Commission for the Pardon in the territory of St. Petersburg.
On June 23, 2010, he was presented by the President of the Russian Federation to the Council of Federation for consideration as a judge of the Constitutional Court of the Russian Federation. July 14 at a meeting of the Federation Council was appointed a judge of the Constitutional Court of the Russian Federation.
