Biography

Born on February 15, 1959 in Pavlovsky Posad, Moscow Region .

After graduating in 1981 with honors from the Faculty of Law of the Far Eastern State University, he entered the full-time targeted postgraduate course at the Law Faculty of Leningrad State University . In 1985, under the scientific supervision of Professor B.V. Dreishev, he defended his thesis on the topic: "Legal support for the planning of integrated urban development (administrative and legal aspect) . "

Since 1985, he worked at the Department of State and International Law of the Faculty of Law of the Far Eastern State University, first as an assistant, then as a senior lecturer, since 1990 as an assistant professor, and since 1996 as a professor in the department of state and administrative law. In the period from 1989 to 1990 he was deputy dean of the Faculty of Law, and from 1990 to 1995 he was dean of the Faculty of Law of FENU. After 1995 (in connection with the transformation of the Faculty of Law of the FENU into the Law Institute of FENU), he was the deputy director of the institute and the head of the department of state and administrative law. Head of the Department of Constitutional and Administrative Law of the Law School of the Far Eastern Federal University from 2011 to the present.


He led the working group on the preparation of the draft Charter of the Primorsky Territory , which was adopted on September 12, 1995.

In 1999, at St. Petersburg State University, he defended his doctoral dissertation on the topic: “Electoral law in the legal system of the Russian Federation (problems of theory and practice) . ”

In 1995 [1] —2008 he was chairman of the Election Commission of the Primorsky Territory.

On October 3, 2008, the President of the Russian Federation sent a proposal to the Chairman of the Council of the Federation for the nomination of S. D. Knyazev for appointment as a judge of the Constitutional Court of the Russian Federation [2] . On October 15, 2008, at the 232nd meeting of the Federation Council, he was appointed judge of the Constitutional Court of the Russian Federation, and on October 16, 2008 he was included in the first chamber of the Constitutional Court of the Russian Federation. Married, has two daughters and a son.
