Janis Goldmanis (in the Russian Empire, Jan Y. Goldman , Latvian. Jānis Goldmanis ; 11 [23] September 1875 [1] , Wever's estate in the Dürnhof Parish of Bauska County, Kurland Province , November 18, 1955 , USA ) - Russian and Latvian political activist. Deputy of the 4th State Duma of the Russian Empire from the Province of Courland (1912-1917). Chairman of the Organizing Committee Committee of the Latvian Infantry Battalion (1915). Member of the National Council of Latvia (1918-1920). Deputy of the Constituent Assembly (1920-1922) and the Seimas of Latvia. First Minister of Agriculture of the Provisional Government (1918-1919) and Minister of War of Latvia (1920-1926).

Biography
Janis Goldmanis was born on the Vevers estate (“Vēvers”). After studying at the city college, he worked in the court of Baldonsky parish. In 1896 he established the Baldonsky Agricultural Society and became its chairman [2] . Later he became a member of the board of the savings and loan association and a member of the Mutual Credit Society Council at the Central Agricultural Society in Riga. Auditor Mitavskogo mutual loan society. In 1906 he was elected a peasant of the Bauska Uezd by a member of the Courland provincial commission under the governor for the elaboration of the reform of the Baltic region . In 1907 he was elected a representative of the peasants of the Province of Courland in the Special Meeting at the temporary Baltic Governor-General. Then the chairman of the Dunhofe district court.
On November 10, 1912 he was elected to the State Duma of the Russian Empire of the IV convocation from the congress of representatives from the volosts. He entered the Progressive faction. Member of the commissions: land, agricultural, to develop a draft law on the press, on hunting, on religious issues, on the direction of legislative assumptions, financial, budget. Rapporteur of the Commission on the direction of legislative assumptions. A member of the Progressive Bloc from August 1915 to October 31, 1916, when the Progressive faction withdrew from the bloc. During the 1st World War 1914-1918 a member of the Organizing Committee of the Latvian Rifle Battalion (1915).
After the February Revolution of 1917 , the Commissioner of the Provisional Committee of the State Duma (VKGD) and the Provisional Government in Riga (from March 8, 1917). On March 24, 1917, he participated in a meeting on the question of dividing the Estland and Livland provinces according to ethnographic features, chaired by the comrade (deputy) of the Minister of the Interior, D. M. Schepkin . At the beginning of April 1917 he arrived in Riga, on April 5, 1917 he participated in a meeting of the Council of public organizations, at which he reported on the plans of the government for the organization of Latvia. One of the initiators of the convocation of the Courland Zemsky Congress (25/4/1917, the city of Yuriev ). From August 12 to 15, 1917 Member of the State Conference in Moscow, and from October 3, 1917, and the Provisional Council of the Russian Republic (Pre-Parliament). He was elected to the Constituent Assembly from the Livonia constituency on list No. 1 (Peasant Union). On January 5, 1918, from the rostrum of the Constituent Assembly stated the position of the Latvian Interim National Council, stating that Latvia "is an autonomous unit, the position, as well as the external attitude and internal structure which will determine its Constituent Assembly and plebiscite."
After returning to Latvia
After the dispersal of the Constituent Assembly, he returned to Latvia. From December 20 to July 13, 1918, he served as Minister of the Provisional Government of Latvia. In 1918 he was elected a member of the Latvian National Council (1918-1920), and in 1920 a member of the Latvian Constituent Assembly (1920-1922). Twice he headed the Military Ministry of Latvia (In 1920–1921 and 1925–1926). Member of the 1st and 2nd Seimas of Latvia (1922-1928).
One of the signatories of the Memorandum of the Central Council of Latvia of March 17, 1944. In 1944 he left for Germany , and in 1950 emigrated to the USA [3] .
