Biography
He was educated at the Ryazan Gymnasium (1829) and at the moral and political department of Moscow University , after which he was awarded a silver medal (1832) and a candidate’s degree (1833); February 9, 1834 identified in the " Professor's Institute " at the University of Derpt . Having received a doctorate in philosophy for his thesis “De valoris natura” (On the Nature of Value), on June 30, 1838, he was appointed to the Imperial Kazan University as an extraordinary professor of political economy and statistics. In the summer of 1839, at the suggestion of the trustee M.N. Musin-Pushkin , he took a statistical trip to the provinces of the Kazan educational district . He was elected the full professor of the department on June 1, 1840; Approved on June 26. In 1840-1842, he headed the Pedagogical Institute at Kazan University.
At the beginning of 1841 he submitted, approved on April 19 by the Minister, a plan for the statistical description of the Kazan province. In 1843 he presented an extensive project of the institution in Kazan, at the University of the Central Regional Museum. From May 29, 1840 to June 17, 1842 he was the head of the universal pedagogical institute, having received thanks from the trustee for the good organization of pedagogical knowledge. On February 29, 1844, the highest order took place to send Gorlov on a two-year overseas business trip to Germany, France and England.
He was transferred to the Department of Political Economy and Statistics at the Imperial St. Petersburg University on October 21, 1847. From 1860 to 1863 - Dean of the Faculty of Law. Since 1863 - Professor Emeritus; since 1873 - an honorary member of St. Petersburg University. At the same time, in 1857-1862 he taught at the Alexander Lyceum , and in 1858-1869 - at the School of Law .
Textbooks by I. Ya. Gorlov: “Theory of Finance” (Kazan, 1841 and St. Petersburg, 1845), “Review of the economic statistics of Russia” (St. Petersburg, 1849) have been used for many years in Russian universities. The last work was marked in 1865 by the “half” Demidov Prize in the section “Geography and Statistics”; after that he published a two-volume textbook, The Beginning of Political Economy (1859–1862).
Gorlov defended the need to preserve national traditions in the economy; before the reform of 1861 he advocated the redemption by peasants of not only land, but also land duties; defended the principles of non-interference in land relations of landowners and peasants. I. Ya. Gorlov criticized the theory of labor value , highlighting the forces of nature; he considered economic laws as natural and eternal, having a divine origin.
In 1873, with the rank of Privy Councilor, he retired and settled in Luga, where he died on October 5 ( 17 ), 1890 . He was buried in St. Petersburg at the Novodevichy Cemetery [1] .
