Anatoly Mikhailovich Tugay ( Ukrainian: Anatoly Mikhailovich Tugay ; September 24, 1938 , Evpatoria - April 22, 2016 ) - Soviet and Ukrainian teacher. Professor , Doctor of Technical Sciences , Rector of the Kiev National University of Construction and Architecture ( 1984 - 2012 ) [1] . Corresponding Member of the National Academy of Sciences of Ukraine ( 1999 ). Chairman of the Council of Rectors of the Kiev University Center (1985), Vice-President of the Union of Rectors of Ukraine, Vice-President of the Association of Rectors of Construction Higher Educational Establishments of the CIS Countries.

Biography
He began his career in 1955 as a collective farmer. In 1964-1969 He worked as a master, foreman.
He graduated from the Kiev Civil Engineering College, in 1964 - the Kiev Civil Engineering Institute (KISI), in 1969 - graduate school.
From 1967 to 1969 he worked as a graduate student, and then from 1970 - an assistant in the department of hydraulics, water supply and sewage. In 1971 he became a candidate of technical sciences.
From 1964 to 1990, he was deputy secretary, secretary of the KISI party committee.
In 1978-1984 - Deputy Dean, Dean of the Faculty of Sanitary Engineering. The academic title of professor was awarded in 1984. Since 1985 - head of the department of water supply.
In 1984-2012. - Rector of KISI, then - Kiev National University of Construction and Architecture.
He was the author of more than 200 scientific papers. Among them: 11 textbooks, 12 monographs, 3 reference books.
