A lawyer and journalist by profession, he was born in a middle-class family of Italian descent. He studied law and social sciences at the University of the Republic in Montevideo, received a law degree in 1961, and then combined his legal practice with work as a journalist. Doctor of Law and Social Sciences. Specialist in constitutional law.
Member of the Chamber of Deputies of the Parliament of Uruguay in 1963 - 67 years, 1967 - 71 years and from 1971 until the coup in 1973. He was chairman of the National Commission for the Arts in 1967 - 73, and also chairman of the National Commission of UNESCO in 1972. He served as Minister of Industry and Trade (1969–71), Minister of Education and Culture (1972–73). Since 1981 - the leader of the party "Colorado", since 1983 - the general secretary of the party.
In 1988, while serving as president of Uruguay, he paid a state visit to the USSR.
