Biography
Born in the family of a trade worker.
During the Second World War he served in the Wehrmacht , as a member of the information and news group of the Luftwaffe , was captured. After his release in 1946, he joined the CDU . From 1947 to 1949, he studied without completing education at the Faculty of Philology, German Studies and History of Halle-Wittenberg University .
In 1949 he was elected Secretary-General of the CDU. In 1966, he stepped down as Secretary General of the CDU, became chairman of the CDU. From 1949 to 1990 - was a member of the People’s Chamber of the GDR, until 1958 - its vice president and deputy chairman. In 1949 - 1963 he headed the CDU faction in the People’s Chamber , then - until 1969 - chairman of the committee on international affairs.
Since 1975, he also chaired the League of Peoples' Friendship , and from 1971 to 1989. He was vice president of the GDR committee on European security and cooperation, formed in 1970 in Berlin. In addition, in 1960-1990 he served as deputy chairman of the national defense committee of the GDR.
In 1958 - 1963 he served as Deputy Chairman of the Council of Ministers of the GDR , from 1963 he served as Deputy Chairman of the State Council of the GDR . In 1969 - 1976 he served as chairman of the People’s Chamber of the GDR . In November 1989, he resigned from all posts. In December 1989, he was arrested and released in February 1990 . He was expelled from the CDU in 1991 . In July 1991, the Berlin Regional Court sentenced him to probation for 18 months for embezzlement of party funds.
Subsequently, the politician collaborated with the Berlin Alternative Historical Forum.
After declassifying the archives of the East German secret services, it turned out that in 1951 Goetting was recruited by the Soviet state security agencies, code-named "Goebel", and since 1953 he was an unofficial employee of the Ministry of State Security of the GDR . However, he himself was also under state security surveillance.
Awards and titles
In 1961, he was awarded the East German Order of Merit to the Fatherland with an honorary buckle in gold.
