Biography
He graduated from the Inter-American Institute of Defense in Washington .
In 1975, he became a naval attache in the United States . In 1976, after a military coup, he was appointed chairman of the Legislative Consultative Commission, which was supposed to replace the national congress during the military junta; briefly served as Minister of Foreign Affairs of the country.
