Presidential Election in Armenia (2013)

The 2013 presidential election in Armenia was held on February 18 . President Serzh Sargsyan was re-elected for a new term, having received an absolute majority of votes in the first round (58.6%). His closest rival, Heritage party leader Raffi Hovhannisyan, came in second with 36.8% of the vote. The turnout was 60% [1] .

Election resultSerzh Sargsyan was re-elected for a second term.

Situation before the election

None of the four opposition parties in parliament recognized the results of the previous 2008 presidential election .

Prosperous Armenia, the second largest opposition party, announced on December 12 that it would not nominate a candidate for the upcoming elections and would not support any of the candidates [2] . On December 26, the Armenian Revolutionary Federation Dashnaktsutyun informed about the same decision [3] . The CPA Central Committee arrived at the same decision at the plenum on December 29. On December 15, the Republican Party nominated incumbent President Serzh Sargsyan for a second term [4] .

Presidential Candidates

Nomination of candidates took place until January 4, 2013 [5] . Initially, 15 candidates were nominated [6] [7] , but only 8 of them made an electoral deposit (8 million drams) and were officially registered by the CEC at an extraordinary meeting on January 14 [8] .

  • Andrias Ghukasyan , director of the radio station [10] .
  • Arman Melikyan , ex-Minister of Foreign Affairs of NKR, presidential candidate in the 2008 elections.
  • Aram Harutyunyan , leader of the National Accord party.

Election Campaign

  • The election campaign starts on January 21 and lasts until February 16, 2013.
  • 18 days before the elections on January 31 in the center of Yerevan, an attempt was made on presidential candidate Paruyr Hayrikyan. With a gunshot wound to the chest area (according to other sources - in the forearm) he was taken to the intensive care unit of the St. Gregory the Illuminator medical center. Speaker of the Armenian Parliament Hovik Abrahamyan did not rule out the possibility of postponing the election due to the attempt on Hayrikyan [12] , but the candidate did not ask the Constitutional Court to postpone the election date [13] . According to the Armenian Constitution, in the event of insurmountable obstacles for one of the presidential candidates, the presidential election can be postponed for two weeks.
  • The campaign dealt mainly with corruption, the shadow economy, the army, and the independence of the judiciary. Of particular concern to the candidates was labor migration: thousands of men left the country, mostly leaving to work in Russia. Another major problem of the country is the independence of Nagorno-Karabakh. Heritage party candidate Raffi Hovhannisyan said that if elected, he will immediately recognize the Nagorno-Karabakh Republic [14] .
